Maintenance Instrument and Controls Technician - Sullivan Power Plant

Job Description
I. Summary
Safely and efficiently performs instrumentation and controls maintenance of generation plants consistent with Operating Policies, Standard Operating Procedure and Original Equipment Manufacturer specifications.
II. Duties and Responsibilities
  • Demonstrate the qualifications for this position at each level, complete the site specific training provided, and undertake any Employer-provided training to achieve the Senior level of this job classification.
  • Respond to overtime and call outs based on established plant procedure.
  • Accurately record maintenance data on plant equipment obtained from maintenance activities for historical reference of maintenance performed to plant assets. Interpret and document results of inspections and repairs.
  • Complete all training provided for the plant equipment and demonstrate knowledge through testing or demonstration of skills, including any new training requirements based on the addition, deletion, or modification of power plant equipment.
  • Assist other plant maintenance crafts in the performance of maintenance duties when assigned, consistent with the Technician's experience and training.
  • Responsible for proper,efficient and safe instrumentation and controls maintenance of: turbines, plant auxiliaries, and all plant equipment.
  • Coordinate with plant operation and other departments to maintain availability of plant's assets.
  • Perform plant housekeeping duties as assigned.
  • Follow lock out tag out procedures as required of all personnel for safe maintenance of all equipment in accordance with Chugach safety policy.
  • Maintain all certifications and training required for this position.
  • Assist in evaluation of plant equipment for proper operation and reports anomalies for determination of remedial action.
  • Utilize daily work authorization permits for activities in the plant that may impact the plant operation.
  • Perform maintenance duties associated with repairs, overhauls, and inspection of all major and auxiliary power plant equipment
  • Maintain power plant inspection, calibration records, and write technical reports of work performed
  • Exercise proper care and use of tools and equipment and maintain good housekeeping.
  • Assist in the procurement of parts and supplies
  • Adhere to all environmental regulations and policies, participating m compliance, reporting, response and follow up
  • Adhere to all Safety regulations, policies and procedures, including but not limited to: reporting, respiratory fit testing, participating in hearing conservation program, wearing and using all Chugach specific Personal Protective Equipment, confined space entry training, incipient firefighting, First Aid, LOTO, crane or other heavy equipment operating as required.
  • Complete all required safety training.
  • Assist with work process development and documentation.
  • Perform other job-related duties as assigned
III. Experience
  • Maintenance Instrument & Controls Technician Trainee: Completion of directly applicable two year formal education program
  • Maintenance Instrument & Controls Technician: Current Chugach Electric Association employee with four years direct experience in combined cycle power plant instrument and controls maintenance
OR four years similar industrial experience in instrument and controls maintenance
OR two years similar industrial experience in instrument and controls maintenance AND completion of directly applicable two year formal education program
3. Senior Maintenance Instrument & Controls Technician: Current Chugach Electric Association Maintenance Instrument & Controls Technician at the plant of base assignment AND completion of additional site specific training for Senior Maintenance Instrument & Controls Technician
IV. Education
High School Diploma, G.E.D.or equivalent required.
V. Knowledge, Skills & Abilities
All personnel shall complete standardized site specific training. The goal of site specific training is to provide uniform information about operation, duties, documentation, policy and procedures for all employees. All employees shall complete the site specific training as provided by management at any time. Maintenance Instrument & Controls Technician Trainee must progress to the Maintenance Instrument & Controls Technician level within two years.
  • Maintenance Instrument &Controls Technician Trainee:Shall possess entry level knowledge and the ability to develop in all knowledge areas
  • Maintenance Instrument & Controls Technician: Shall possess full proficiency in all knowledge areas and the Required Skills and Abilities
  • Senior Maintenance Instrument & Controls Technician: Shall demonstrate advanced knowledge, skill and experience in all knowledge areas
Full proficiency shall be determined based on knowledge of the subject system or equipment and the ability to operate, troubleshoot, maintain, and test such systems and related equipment.

VII. Required Skills and Abilities
  • Physical ability to manage 50 pounds alone, use standard handling devices for moving 55-gallon drums and items greater than 50 pounds, climb ladders,stairs, and be able to access all areas around the equipment
  • Ability to work around heavy industrial equipment in indoor and outdoors environments
  • Ability to work alone or in cooperation with other plant personnel under normal and emergency conditions to accomplish maintenance and safe operationof plant equipment
  • Ability to perform written and verbal communication and effectively communicate with others
  • Ability to work well with other staff, crews, contractors, and management
  • Ability to be certified for use of a half-face or full-face respirator in compliance with safety policies
  • Ability to work in confined spaces in compliance with safety policies
  • Ability to read and use power plant technical manuals,blueprints, drawings and parts lists for understanding of proper maintenance of plant equipment
  • Ability to use computers for company e-mail,word processor, spreadsheet, data collection and analysis software
  • Ability to obtain State of Alaska Fire permit for maintaining and testing of plant fire protection systems
  • Ability to read and interpret correctly wiring diagrams, pneumatic and hydraulic loop schematics and electronic schematic.
  • Ability to complete standardized site specific System Training Program.
  • Work from base assignment in Anchorage
  • Willing and able to travel by air in accordance with the collective bargaining agreement.
