INSTALLATION FLEET AND FAMILY READINESS DIRECTOR

Duties
Major duties and responsibilities are summarized below.

Business Management. Organizes and administers comprehensive QOL and QOS programs for the installation. Develops FFR master plan that addresses overall program scope to include three primary sub-functional program areas: Mission Sustaining Programs, Community Support Activities and Business Activities. Provides leadership for the FFR program. Implements and ensures compliance with policies, directives, inspection criteria, and guidance from the command; headquarters; Department of the Navy (DON); and Department of Defense (Do D). Adapts those policies to meet the needs of the installation. Develops operating criteria and techniques for stimulating and maintaining interest in all customer service activity areas. Ensures the efficient execution of departmental long-range plans into the installation planning, programming, and budget execution process. Serves as primary QOL/QOS advisor to the Installation Commanding Officer (CO) for matters pertaining to issues such as status/availability of funds, programs, projects, and/or services. Plans for and budgets available appropriated (APF), and non-appropriated (NAF) supported funds to optimize revenue while reducing expenses. Develops and implements new and advanced business strategies to achieve organizational goals and increase revenue-generating program profitability and effectiveness. Coordinates with Region N9 program managers to facilitate support services, resourcing, (e.g., POM, budget, allocation and distribution), oversight, inspections, audits and coordinating data calls from higher authority. Identifies and updates facilities' improvement programs (non-appropriated and appropriated) and associated budgets. Advocates for projects and ensures familiarity with all steps of the project planning and approval process. Coordinates with Region and installation leadership on developing business case analyses and project justifications. Continuously evaluates management procedures and departmental programs by analysis of financial plans, market survey results, program participation, interviews, and other analytical methods that clarify data for decision making. Initiates and directs market research studies along functional program lines. Implements and manages internal management controls. Coordinates details of QOL activities with members of the installation and local civilian community, as appropriate, and attends off-site conferences and meetings.

Supervisory. Directs work to be accomplished by a workforce of both NAF and APF employees: up to 10 senior management personnel (NF-4/5 or GS equivalent) from as many functional areas within the FFR Directorate; and acts as a rating official. Provides second level supervision for NAF and APF employees; and acts as Senior Rating Official for FFR activity managers at the installation. For installations with military personnel working within FFR programs, may serve as military department head supervising military staff, evaluating performance, and resolving concerns as needed. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities; Conducts annual performance reviews of staff; Participates in section staffing decisions; Ensures staff receives proper training to fulfill requirements of their positions; Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary; and supports CNIC's Equal Employment Opportunity (EEO) policy; fosters a work environment free of discrimination, harassment, and/or reprisal; ensures all subordinate staff understands and adhere to the policy; and ensures treatment of all staff is fair and equitable.

Knowledge of Navy QOL and QOS program goals, principles, techniques, and procedures. Knowledge of business management practices required to manage QOL and QOS activities. Knowledge of laws, policies, regulations, and precedents applicable to the administration of Navy FFR programs. Knowledge of CNIC's organizational structure, functions, and mission. Knowledge of QOL and QOS initiatives to retain or experiment with new theories and applications which are responsive to a rapidly changing/operating social environment. Knowledge of planning, programming, and budgeting regulations, guidelines, and process. Knowledge of Federal financial source management including APF and NAF. Knowledge of financial management including budgeting, cost and profitability analysis, internal controls, audit systems, procurement, cost controls, performance tracking and facility. Knowledge of and ability to conduct/direct program analysis and research efforts. Knowledge of and ability to apply quality management concepts. Knowledge of and ability to develop comprehensive and integrated strategic and capitalization plans. Skill in planning, organizing, and directing QOL and QOS programs. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Ability to perform the full range of supervisory duties. Ability to utilize analysis in developing information to formulate decisions for complex management actions. Ability to utilize complex information to base decisions that improves the program and community. Ability to utilize leadership skills to develop and maintain a large workforce into a cohesive group committed to quality programs and product delivery to customers. Ability to direct solutions to complex short and long-term problems, applying logic and economic factors. Ability to communicate effectively orally and in writing with senior leadership, peers, staff and customers.

Work is primarily sedentary in nature.

Must have or be able to obtain and maintain a Secret Security Clearance.

Occasional travel of less than 25% may be required.

Incumbent is required to submit a Financial Disclosure Statement, OGE Form 450, (5 CFR Part 2634.904), Confidential Financial Disclosure Report upon entering the position and annually, in accordance with Do D Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.

Position is Ad Hoc/situational telework eligible.
