Job Title: ICW Tribal Consultant (SHPC4) - Region 6
Location: Region 6 (Region Map). The position is full-time, flexible/hybrid and is performed by telework and/or in an office environment. Frequent travel to provide technical assistance, attend training, meetings and Tribal programs is necessary.

Salary: $6,227 - $8,377 Monthly

We're looking for an Indian Child Welfare (ICW) Tribal Relations Consultant to join our Office of Tribal Relations as a liaison to support and ensure DCYF Region 6 regional staff are in ICW compliance and serve as the primary contact for tribes and DCYF services. The Opportunity:
This position will advocate for high quality and culturally sensitive delivery of DCYF services to ensure Indian Tribes can access DCYF services in a timely manner. In this role, you'll work as a liaison with the Office of Tribal Relations to support the DCYF regional staff in ICW compliance and serve as the primary contact for Region 6 Tribes. This role will assist the agency in enhancing government to government relationships by providing trainings to DCYF staff on the DCYF 10.03 policy and assisting the agency staff in identifying tribal impact. You'll support the recognition and respect of the sovereign status of Washington State and the inherent sovereign status of Indian Tribes.

Some of what you will get to do:
  • Provide coaching, training and corrective compliance with social service line staff, while still building the bridge between the department and the tribes.
  • Sustain ICW performance standards within the offices, issuing interpretations on ICW questions, addressing constituent, client, caregivers, and provider feedback, complaints and concerns.
  • Work with the Area Administrators for the implementation and accomplishments of state and regional goals and objectives regarding Indian Child Welfare.
  • Create a schedule of office visits to provide case consultation and quality assurance audits with DCYF staff in conjunction with supervisors and administrative staff.
  • Review responses to quality assurance audits.
  • Develop the Annual Action Plan and Year in Review Progress Report to DCYF leadership by March of each year.
  • Coordinate and monitor activities related to compliance with state and federal laws regarding the Indian policy and procedure manual.
  • Assemble data, identify practice trends using data, inform leadership and regional management and staff of those trends.
  • Serve on regional workgroups, develop regional and statewide Continuous Quality Improvement (CQI) action plans for ICW, and provide technical assistance to support regional action plans aimed at improving practice and outcomes for children and families.
  • Participate in the ICW case review logistical tasks as a support to the CCRT and provide expertise on ICW practice and policy.
  • Develop action plans to improve practice in the areas and approved by leadership.
  • Provide expert ICW guidance and technical assistance to the regional leadership on both quantitative and qualitative aspects of ICW.
  • Complete Deep Dives (stakeholder and tribal feedback opportunities) for deeper understanding of contextual and practice challenges.
  • Complete Root Cause analysis then identify improvement strategies, in partnership with the CQI team
  • Facilitate and monitor regional ICW action plans for practice and or program improvement.
  • Coordinate Regional Local Indian Child Welfare Advisory Committee (LICWAC) Meetings.
  • Assist in program policy development, program planning and implementation with Tribes, DCYF, key constituent groups, providers of contracted services.

Required Qualifications:
Equivalent education and experience totaling nine (9) years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
OR
One (1) year of experience as a Social and Health Program Consultant 3 or equivalent.
OR
Two (2) years of experience as a Social and Health Program Consultant 2 or equivalent.
OR
A Bachelor's degree in social work, a health or social science, public administration or a related field; AND Five (5) years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
OR
A Master's degree or higher in social work, a health or social science, public administration or a related field; AND Four (4) years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.

Note: A degree in social work must be from an educational program accredited by the Council on Social Work Education.

In addition to the requirements above, our ideal candidate will possess some or all of the following:
  • Extensive working knowledge of the Federal and State Child Welfare laws and the Federal Indian Child Welfare Act of 1978, Tribal Sovereignty, Tribal Relations, Native American history and heritage, the State of Washington Indian Child Welfare Agreement of 1987; knowledge of the statewide structure of the agency, it’s history, trends and goals; and the functions and roles of programs and community agencies and Tribes that are involved on the caseloads of the office/region.
  • Other knowledge required includes social services practice and program service delivery, data collection and computer information systems.
  • Additional skills required include: verbal and written communication, analytical and critical thinking and organizational abilities. Interpersonal skills are necessary to support staff in working effectively with community/stake holders.
