Human Resources Field Office Director - Governor's Office


The Division of Human Resource Management is seeking an experienced HR Director with great people skills to manage the HR Field Office for the Governor's Office, Utah State Board of Education, Utah Schools for the Deaf and Blind, SITLA and SITFO. This is your chance to deliver high quality human resource partnerships to these great agencies within the State of Utah! The chosen candidates will be embedded within the departments to provide HR leadership to the HR staff and have a direct impact on the ability and effectiveness of these supported agencies to fulfill their missions and achieve their visions.

Based on customer needs, this position may be able to telework some days, with others being required in the office. The main office is located at Utah State Board of Education 250 E 500 S Salt Lake City, UT, the Field Office Director will travel to other office locations regularly including the Capitol, and Utah School for the Deaf and Blind offices in Ogden, and Salt Lake City.

All candidates selected to fill vacancies at the Division of Human Resource Management (DHRM) may be reassigned to other work locations within Salt Lake or Utah counties at any time based on business need. This recruitment may also be used to fill future vacancies within DHRM.

Responsibilities

Principal Duties
HR Director Competencies:

  • Develop HR strategies that support the organization’s goals, demonstrating business acumen
  • Communicate effectively with all levels of the organization and building strategic partnerships
  • Enhance customer service by understanding and meeting the needs of both internal and external stakeholders
  • Lead change management initiatives to help DHRM and the assigned agencies adapt to new challenges and opportunities
  • Develop a data driven mindset to inform decision-making
  • Coach, evaluate and improve employee performance
  • Oversee recruitment to attract, develop, and retain top talent
  • Provide leadership & vision to guide the HR field office
  • Take initiative to identify and act on opportunities for improvement
  • Encourage creativity & innovation within the HR team to develop new solutions
  • Exercise judgment & decision making to resolve issues
  • Focus on professional development to ensure continuous learning and growth for HR staff
  • Establish and maintain strong partnerships with agency executive management to build in-depth knowledge and understanding of agency needs.
  • Develop and recommend appropriate human capital strategies based on knowledge and understanding of business needs.
  • Consult with agency management, provide guidance, and plan to help ensure the successful results of agency strategic efforts.
  • Work in consultation with internal human resource data experts to conduct research and gather critical data that identify internal and market trends.

Minimum Qualifications

The Ideal Candidate has:
  • Demonstrated management skills.
  • In-depth knowledge of human resource principles.
  • Knowledge of applicable state and federal employment laws.
  • Experience developing and implementing human capital strategies.
  • Excellent communication and interpersonal skills.
  • Experience in the effective use of data.

Supplemental Information

  • Employment is contingent on passing a background check.
  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
