GENERAL STATEMENT OF DUTIES: Performs highly skilled project planning, design and management work related to the construction, renovation and maintenance of New Castle County facilities; performs related work as required.
DISTINGUISHING FEATURES OF THE CLASS: An employee in this class provides professional project management to a wide variety of projects, but primarily focused on facility renovation of public facilities, such as buildings and parks. Responsibilities may include condition assessment of facility assets and systems, project planning, estimating cost and schedule of repairs/replacement required, preparing bid documents, coordinating construction and communicating with internal and external stakeholders affected by the projects. This employee works under general supervision and may direct other employees when necessary.
EXAMPLES OF WORK: (Illustrative only)
- Evaluates the condition of assets, provides recommendations on repairs or renovations.
- Ensures compliance of building codes, departmental policies and procedures;
- Provides project cost and schedule estimates for the development of capital and operating budgets;
- Presents project proposals to internal and external stakeholders;
- Prepares or coordinates preparation of bid and contract documents;
- Reviews and comments on technical drawings prepared by others;
- Assists in obtaining and reviewing bids in accordance to County code and policies;
- Reviews/Coordinates projects in the field to ensure contract compliance and manage expectations of stakeholders;
- Provides regular status reports of all projects in all phases;
- Promotes an ongoing attitude of dedication to excellent public services and ensures that external and internal customers are provided with the highest quality of service;
- Operates a personal computer and other related equipment in the course of the work;
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the principles of building construction and building operating systems (mechanical, electrical, etc.); knowledge of architectural, mechanical, and electrical design principles and practices; thorough knowledge of project planning and estimating; ability to work with engineers, architects, and various skilled trades; strong communication skills, both verbally and in writing.
MINIMUM QUALIFICATIONS: Some experience in the building construction, building mechanical or electrical systems, project management, engineering or architectural field and possession of a Bachelor’s Degree with major course work in engineering, architecture, construction management, project management or related field; or an equivalent combination of experience, education or training directly related to the required knowledge, skills, and abilities.
ADDITIONAL REQUIREMENTS: Must pass a Class III County physical examination, and background check; possession of a valid Delaware Class D driver's license.
