Director of Safety

JOB
Under general direction of the Chief Administrative Officer, the Director of Safety is responsible for developing, sustaining, and championing a culture of safety at the territorial level that reflects the Authority’s corporate commitment that all employees are entitled to a safe, accident free and healthy work environment by performing the following duties. This position will champion territory wide safety training and education across all levels of the organization. EXAMPLE OF DUTIES
Sets the mission, vision, and values of the Safety Department. Promote a safety culture of learning and communication by building collaborative and professional relationships with all levels across the organization. Oversee the development and execution of territorial safety training. Promote a safe and healthy environment on all project (work) sites and office facilities in compliance with local and federal rules and regulations including Occupational Safety and Health Administration (OSHA).Accepts responsibility for the development, implementation, execution and maintenance of a territory wide Safety Plan and Safety Management System. Includes development and execution of territory wide employee training. Identify and communicate to the organization the Safety Department’s strategic goals and initiatives as dictated by the Authority’s overall strategic plan to eliminate occupational injuries, illnesses and reduce operating expenses. Lead the development and implementation the strategies and tactics to achieve safety goals and objectives to determines opportunities for improvement and measures to be implemented to mitigate any deficiencies.Identify obstacles to strategic initiatives, resources needed and indicators of success for strategic initiatives and goals and collaborates with others to mitigate issues and implement success strategies.Employ safety culture management of change processes to improve safety culture within the authority.Identify, develop, and implement through workforce training behavior-based safety program.Responsible for organizational team building within the Safety Department. Ensures the professional development of safety staff by providing appropriate safety training opportunities, coaching, and mentoring.Develop, maintain, and communicate monthly to the organization safety KPI’s/scorecard. Collaborate with the authority leadership in resolving outstanding safety issues and promotes safety objectives.Interfaces with local state OSHA program (VIDOSH) with regards to citations, investigations, and inspection visits.Advise HSE Officer, CEO, and VIWAPA Board on matters pertaining to safety issues. Fulfill the role of Safety Officer in Incident Command Structure.Remain current on regulations impacting compliance with industry requirements and client jurisdiction regulations. Disseminate such information to project-based subordinates to include developing and leading workforce training as needed. Ensure regulatory change management process is effective and fully engaged.Ensure that facility siting studies, quantitative risk assessments, project hazard analysis, management of change and pre-start up safety reviews requirements are communicated to management for all projects as required.Develop and nurture relationships with industry stakeholders including District Safety Managers, Safety Officers, Project Teams, Employees, Clients, and Subcontractors; represent and promote the authority’s safety brand and accomplishments.Manage safety budget.

SUPPLEMENTAL INFORMATION
Graduation from an accredited college or university with a Bachelor’s degree and minimum 10 years of related experience and training in safety work with a large utility or industrial operation, of which 7-10 years should involve the management of safety systems, or an equivalent combination of both.
