At Work Force WV, this position is in the Bureau of Labor Statistics (BLS) Programs section. Under general supervision, collects, compiles, and analyzes data for the Quarterly Census of Employment and Wages (QCEW) program, as well as collects and analyzes data for the Unemployment Insurance (UI) program. Duties within the QCEW program include the collection of data from employers throughout West Virginia, scrutiny of the data's accuracy, editing of the data, and compilation of the data for reporting purposes. Mathematical analysis is required to maintain continuity of the information in the production of published data used by researchers, policy makers, media, and economic development specialists. Travel is required of this position at regular intervals each year to attend training sessions and conferences facilitated by the U.S. Bureau of Labor Statistics (BLS) staff. Some training is web-based. Works under strict time constraints set by BLS. Exhibits fluency in current state and national economic trends. Maintain frequent contact with federal program representatives. Maintains files on industry activity within the state. Maintains files and records of data collected, compiled, and analyzed. Assigns industry codes to new accounts and to accounts under review by BLS. Strong communication and computer skills required. Uses Microsoft Office Suite to facilitate the production of statistical deliverables. Uses PC and mainframe programs and files to perform program objectives. Exhibits proper telephone etiquette and demonstrates the ability to perform extended telephone survey follow-up. Within the UI program, analyst gathers data from multiple sources including Unemployment Compensation (UC) division and the US Department of Labor (DOL), to identify the influence of various factors on the exhausting of claimant unemployment benefits. Develop spreadsheets to track collected data, and create reports, matrix tables, and graphs to support a variety of outputs that are integral to related projects. Using collected data, develops, maintains, and updates the benefit financing regression model set forth by the DOL. Interprets and analyzes information concerning unemployment insurance claims and their effect on the trust fund balance. Monitors weekly, monthly, and quarterly data generated through the profiling system, and compiles narrative analysis on unemployment insurance trust fund and profiling activity. Advanced proficiency with Microsoft Excel is mandatory. May perform other related duties as assigned.

Training: Graduation from an accredited four-year college or university including a course in methods of research and/or statistics or mathematics.
Substitution: Additional qualifying experience in research and data compilation may be substituted for the required training on a year-for-year basis.
Experience: Three years of full-time or equivalent part-time paid experience in research, statistical, or other analysis in the area of assignment or a related area.
Substitution: A Master's Degree in business administration, public administration, mathematics, statistics, operations research or related curricula may be substituted for the required experience.
