Summary:
Provides management and leadership for the Center for Environmentally Threatened Communities to support Alaska Tribal communities to secure and manage a large portfolio of grants for projects to address climate change and environmental threats. Oversees a program of in-house and contracted community grant writing and management technical assistance staff.
C onsistent with 2 CFR part 200 Appendix VII, this position does not provide grant writing or management services for ANTHC grants allocated through indirect costs.
Responsibilities:
Develops strategy, staffing structure, and systems to effectively support rural Alaska Native communities to secure competitive grant funding and meet all funding agency requirements for climate adaptation and community resilience projects.
P rovide technical assistance oversight for the entire grant life-cycle for a large portfolio of community climate adaptation projects including development, submission, receipt, post-award administration, and reporting.
S upports Center for Environmentally Threatened Communities staff to manage large, complex federally assisted climate adaptation projects including subawards, contracts, budgets, environmental compliance, and reporting.
D evelops and maintains systems and staff to continuously monitor, research, and evaluate all federal and state funding programs relevant to climate change adaptation. Establishes and maintains collaborative relationships with other staff across federal and state agencies to stay informed about current and future funding programs relevant to climate adaptation. Oversees and directs funding strategies for climate adaptation plans and projects for Tribes and Tribal partners.
A nalyzes barriers to equity with funding programs and supports the development of communication materials for ANTHC’s engagement with agencies to create positive change.
O versees planning and development of community funding proposals, coordination of technical reviews, community leadership reviews and approvals, and submission before deadlines. Responds to strategic planning priorities identified by communities and project managers. Works individually and collectively with community leaders and project managers to identify emerging needs for grant funding.
D evelops and maintains systems and staff to monitor community grant compliance and community grant management capability and capacity. Oversees the development of systems, tools, and resources to increase community grant and financial management capability and capacity. Supports the development of community grant application and reporting processes and guardrails to ensure all grants awarded can achieve 100% compliance.
P roactively supports communities to secure funding for and complete audits before they are required. Responds to and resolves community grant-related control and compliance audit findings.
R esponsible for establishing community grant, grant management, and financial management performance and technical standards.
D evelops, monitors and reports key metrics for internal and external audiences including community leadership.
C reates and implements program processes and procedures to achieve funding acquisition and management goals. Creates and maintains processes and tools to implement and enhance services provided by the program. Provides leadership, direction and guidance on professional responsibilities and technical skills; develops goals and priorities; assigns projects and tasks; and supports staff activities and accomplishments.
D evelops staff skills and training plans; counsels, trains and coaches assigned staff; and meets regularly with assigned staff to resolve workload and technical issues. Conducts performance evaluations and implements corrective actions.
P rovides technical support to the Alaska Tribal Health System and Tribal organizations on matters related to grant development and management.
O versees the development and implementation of contracted grant, grant management, and financial management services to support communities.
A ssists and supports ANTHC leadership in the achievement of ANTHC goals and objectives.

N on-Supervisory – Eight (8) years of successful experience with grant writing, grant management, or grant compliance. An equivalent combination of relevant education and/or training may be substituted on a year-for-year basis for experience.
