Business Relations Officer

Summary

The purpose of this classification is to serve as a direct point of contact for developers, business owners, individuals, and other organizations in the development and/or redevelopment process for new or ongoing building or redevelopment projects. This position will work to provide solutions to overcoming barriers of bureaucracy to expedite the approval process for development, identify growth sectors, recruit new businesses and retain existing businesses. Works in concert with Chief Operations Officer to create an open for business environment and to implement economic strategies that serve our growing community.

Essential Functions

The following duties are normal for this classification. Serves as the city’s ombudsman to the business community; interacts effectively with individuals from a variety of backgrounds in a positive productive manner; acts as a facilitator between the business community and city service providers; facilitates flow of information between business community and developers and city staff.

Recruits targeted prospects that align with the organization’s economic development goals; develops a targeted list of companies to recruit and retain; coordinates prospect site visits; and serves as a liaison to elected officials and external stakeholders.

Manages and coordinates incentive requests and submissions in concert with Chief Operations Officer. Advises potential businesses of eligibility and procedures in accordance with the Code of Tuscaloosa. Analyzes business data to assess viability of request. Coordinates with Chief Operations Officer and/or Director of Operations to facilitate application submissions to internal staff and elected officials.

Coordinates extensively with city departments on matters affecting both short and long-term economic conditions and workforce development; implements programs and initiatives to strengthen, grow, and retain businesses operating throughout the city.

Supervises, directs and evaluates assigned staff, processing employee concerns and problems, directing work, allocates workload; monitors status of work activities; counseling, disciplining, and completing employee performance appraisals.

Collaborates with individuals, business owners, developers, city staff and officials to facilitate expedited rulings an interpretations on municipal and building code issues; works with city personnel to accomplish zoning, plan review, permit, and inspection work within appropriate time limits.

Facilitates local businesses use of city resources, aiding business retention, and serving as a liaison to businesses in navigating through the city’s permitting and licensing process.

Interfaces with the business community to identify and remove barriers in the development and building process.

Develops, recommends, and assists in the implementation of policies and procedures to improve and simplify the approval process for development and building.

Collaborates with and provides technical advice to elected officials, city departments, developers, community organizations, and individuals in relation to development or redevelopment projects and the application of city codes to the process.

Meets with a variety of internal staff to participate in and provide input into the development and/or modification of policies and procedures; works with city staff to ensure timely resolution to issues affecting development and redevelopment projects.

Working in coordination with city departments, expedites the release of permits, licenses, etc. and out-of-sequence reviews/approvals by technical and/or professional city staff members; convenes multi-department meetings to discuss and/or resolve development and/or redevelopment issues.

Meets with developers, business owners, community organizations, and individuals to provide solutions pertaining to overcoming the bureaucracy of rebuilding and the development approval process; resolves problems and conflicts that may arise between developers, business owners, individuals and city departments and/or officials.

Meets with individuals, citizen groups, business owners, developers, and officials to discuss and explain methods for meeting regulations and/or codes and the impact updated regulations and/or codes have on the community; coordinates with developers, business owners, other professionals and local representatives to understand development and redevelopment issues and proactively seeks solutions to prevent barriers or solve problems.

Responds to inquiries, complaints, or requests from business owners, developers, citizens, or individuals who are seeking information or resolution to city permitting, licensing, or code issues in the development or redevelopment process; investigates complaints regarding city issuance or non-issuance of permits or licenses in order to facilitate resolution to overcoming bureaucracy of the approval process.

Coordinates with attorneys, developers, engineers, planners, and other professionals on development and redevelopment issues to aid in the understanding of code requirements and permitting and licensing policies.

Reviews adequacy of existing customer service provided by the city and identifies gaps in existing work processes and systems; provides service delivery approaches to meet or exceed the demands and expectations of developers, business owners, citizens, and officials.

Prepares, reviews, and/or approves a variety of forms, reports, lists, correspondence, and various other documents associated with the daily responsibilities of this position; maintains files and administrative records.

Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations and demographics; reads professional literature; maintains professional affiliations; attends workshops, and training sessions as appropriate; attends meetings and serves on committees.

Must accomplish the essential functions of the job, with or without reasonable accommodations, in a timely manner.

Incorporates continuous quality improvement principles in day-to-day activities.

Must meet regular attendance requirements.

Must be able to maintain good interpersonal relationships with staff, co-workers, managers and citizens.

Minimum Qualifications

Bachelor’s degree in Public Administration, Business Administration, Project Management, Engineering, Planning, or related field; three years of progressively responsible professional experience in areas of work related to the essential functions of this job; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Experience in development regulations preferred. Must possess and maintain a valid driver’s license.

PHYSICAL REQUIREMENTS
: Must be able to operate a camera and a variety of automated office equipment including a computer, printer, calculator, copiers, facsimile machines, telephone, etc. Physical demand requirements are at levels of those for sedentary work.

DATA COMPREHENSION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things which may include maps, blueprints, legal regulations/documents, directories, procedural manuals, and operational manuals.

INTERPERSONAL COMMUNICATION: Requires the ability to speak with and/or signal people to convey or exchange legal, personnel, civil engineering, and financial information, including giving/receiving assignments and/or directions to/from co-workers, assistants, managers, or supervisors as well as communicating with the general public, regulatory agencies, the mayor, and city council.

LANGUAGE ABILITY: Requires ability to read a variety of legal, financial, personnel, civil engineering and comprehensive planning documentation, directions, instructions, and methods and procedures. Requires the ability to write job related documentation and reports with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice such as in public speaking situations before the city council and community groups.

INTELLIGENCE: Requires the ability to learn and understand complex legal, financial, civil engineering, comprehensive planning, and personnel information, and operational principles and techniques, to understand departmental policies and procedures, to make independent judgments in absence of supervision, and to acquire and be able to expound on knowledge of topics related to primary occupation.

VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow verbal and written instructions.

NUMERICAL APTITUDE: Requires the ability to add and subtract, multiply and divide, calculate decimals and percentages; utilize basic algebraic and trigonometric formulas; and generate statistics.

FORM/SPATIAL APTITUDE: Requires the ability to visually inspect items for proper length, width, and shape using job related equipment.

MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using job-related equipment and to operate a motor vehicle.

MANUAL DEXTERITY: Requires the ability to handle a variety of items, machinery, automated office equipment, control knobs, drafting instruments, switches, etc. Must have the ability to use one hand for twisting motion or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.

COLOR DIFFERENTIATION: May require the ability to discern color.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with and relate to people beyond giving and receiving instructions. Must be able to adapt to and perform under considerable stress when confronted with an emergency.

PHYSICAL COMMUNICATION: Requires the ability to talk, express, or exchange ideas by means of spoken words and/or hear and perceive nature of sounds by ear.
