Office of Mineral Resources – Mineral Income Division

The Mineral Income Division works closely with the State Mineral and Energy Board's (Board) audit section. This Division performs collection and accounting of revenue due the State from mineral leasing activity and production on State-owned lands and water bottoms on behalf of the Board.

To ensure that all revenues are properly classified, the Division enters the payor information on new and existing LUW codes (Lease, Unit, Well) into the SONRIS Program. The Division also generates and processes Payor Registers which are mailed to the various payors for verification of State Decimals.
**Employees are eligible for flexible work schedules upon hire and up to 2 days of telework after 6 months.**

LOCATION AND POSITION:
This position is located in the Mineral Income Division within the Office of Mineral Resources in Baton Rouge, LA. This position performs highly responsible, professional auditing work involving the performance of complex audits in oil and gas company offices and/or other field locations. Work requires extensive knowledge of the oil and gas industry, the regulations governing this industry and the contractual obligations applicable to the specific company under audit. Work is performed independently, with general supervision received from an Auditor Supervisor or Audit Manager. Duties and responsibilities include, but are not limited to the following:
  • Work in accordance with requirements and standards set under the Council of Petroleum Accountants Society's (COPAS) standards and procedures, generally accepted auditing standards, and contractual terms contained in mineral lease agreements.
  • Analyze buyer, seller and payor contractual terms as defined in processing, marketing, transportation and other operating agreements.
  • Assess and determines the need for new laws, requirements or changes to existing state mineral leases.
  • Review staff audit reports to assess audit issues associated with the state receiving the correct percentage due of the oil, gas and liquids royalty.
  • Propose audit strategies to make certain that the state is receiving correct percentage and volume of the oil, gas and liquid royalty and correct allocations to various state and local governmental entities.
  • Independently perform monthly audits of major payor companies' accounts.
  • Quantify and document audit exceptions through work papers, exhibits, and memoranda.
  • Assist in the training of subordinate auditors, particularly in the billing and collecting procedures for royalties, interest, and penalty fees and the usage of personal computer languages.
  • Perform research to satisfy information requests regarding allocation of state mineral revenue to the parish royalty fund and dedicated income funds.
  • Other duties as assigned.

The maximum amounts listed are the maximum salary amounts a person can make at each level over their career and not the amount we are allowed to pay a new hire.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

GENERAL OPTION:
A baccalaureate degree with twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems.

SUBSTITUTIONS:
A certified public accountant (CPA) certificate, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation will substitute for the baccalaureate degree with twenty-four semester hours of the required coursework.
A baccalaureate degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation will substitute for the twenty-four semester hours of required coursework.
A master's degree in accounting, auditing, business administration, finance, management, economics, quantitative methods, public administration, or information systems and decision sciences will substitute for the twenty-four semester hours of required coursework.
NOTE: Any college hours or degree must be from an accredited college or university.
