Analytical Chemist IV - Hazardous Substance

Introduction

The DNREC-Remediation Section manages and assists with clean-up and restoration of chemical release sites, including brownfield and hazardous substances sites. It assists with voluntary cleanup and corrective actions.

Summary Statement

This is a lead level position, which will serve as an analytical program resource and provide information regarding proper analysis to meet Data Quality Objectives. The position reviews data packages and provide guidance and recommendations regarding usability of the data for investigation, risk assessment and compliance with the analytical program. Performs lab audits of external labs and keep senior management appraised of compliance. Review the Section’s Standard Operating Procedures for the Chemical Analytical Program (SOPCAP) and provide updates as required. Provide training to Section staff to ensure sampling QA/QC meets analytical program requirements. This position should be experienced with analyses using LC-MS/MS, ICP-AES, ICP-MS, GC MS to assess hazardous substances including emerging contaminants.

Essential Functions

Prepares samples for instrument analysis, interprets instrument recordings and documents test results.
Uses analytical chemistry techniques including state-of-the-art instrumentation to gather data involving samples.
Analyzes laboratory data to determine quantity and quality of toxins, pathogens, chemical and biochemical constituents.
Prepares reports identifying samples, explains testing methods and documents findings and conclusions of analysis.

Job Requirements

JOB REQUIREMENTS for Analytical Chemist IV
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

Possession of a Bachelors degree or higher in Chemistry or related field.

Possession of a Certification in Environmental Analytical Chemistry by either the National Registry in Clinical Chemistry or the American Institute of Chemists or Environmental Protection Agency OR a Masters degree or higher in Chemistry.

Three years experience in developing new and modified methods for laboratory analysis.

Six months experience in interpreting environmental laws, rules, regulations, standards, policies and procedures.

Three years experience in generating and interpreting chemical test data by performing quantitative and qualitative statistical analysis.

Three years experience in conducting data review to ensure numerical input, calculations, formulas and interpretation of output is accurate, instruments were operating according to specifications, analytical procedures were followed and documentation is complete.

Six months experience in project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.

Knowledge of budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
