JOB PURPOSE
BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons.

The WOME Engineering Manager will support the Head of WOME in undertaking WOME engineering and safety governance, updating and maintaining the WOME Exposition, processes and procedures to demonstrate compliance with the BAE Systems Corporate requirements and meet the UK and Customer Legislative, Regulatory, Standards requirements for weapons & explosives. The WOME Engineering Manager will ensure that the systems engineering tools are successfully deployed and maintained across the WOME domain with appropriate tailoring as required
JOB ACCOUNTABILITIES
The post holder is responsible for:
- Deputise for the Head of WOME as required;
- Management of their direct reports;
- Sharing best practice throughout BAE Systems Saudi Arabia (BAESSA) and the KPCs in order to promote continuous improvement within the WOME sector, as well as the corresponding areas within the other organisations;
- Development, assessment and implementation of WOME Engineering processes, procedures and tools to meet current and future business needs, ensuring compliance with the BAE Systems Operational Framework;
- Managing the Projects / Delivery Streams to ensure that they are compliant with all applicable UK & KSA Legislative safety environmental requirements for the safety of WOME products by undertaking reviews and regular process audits;
- Providing independent WOME assurance at Project / Delivery Stream Safety Review Meetings (SAG, HMM & PSEC);
- Undertaking reviews of WOME processes and producing a Duty of Care risk assessment;
- Undertaking regular visit to Customer locations and reviewing / checking the WOME storage and processing facilities managed by Air KSA (flight line explosive storage areas, ejection seat arming / disarming, canopy storage areas, etc), excludes areas managed by the Customer such as the Munitions Storage Areas;
- Assisting the Head of WOME to manage the WOME Community of Practice to ensure a level of SQEP is maintained;
- Providing support to the Head of WOME to ensure the requisite WOME Engineering expertise and capability required to deliver WOME Manpower (EEWE) is managed and sustained, including recruitment;
- Providing independent safety & environmental advice and assurance to the Delivery Streams on the means of compliance to the safety aspects of the Customer’s WOME specific Terms and Conditions and product requirements;
- Ensuring that the necessary WOME training (Modules A to D) is delivered in accordance with the WOME Mandate Document, across the Business Unit (and KPCs) to provide knowledge of WOME safety and procurement requirements;
- Providing WOME safety and environmental support to the Engineering Functional Audits and ensure that any NCRs or Observations raised are recorded and managed in accordance with the agreed timescales and provide a progress report to the Head of WOME on a monthly basis;
- Be the main point of contact for organising and coordinating WOME management procedures, by supporting the Head of WOME in managing the continuous improvements in the processes, procedures and toolsets, to share and adopt best practice across the domain;
RECRUITMENT SPECIFICATION
The post holder must:
- The candidate will have a degree in an engineering related discipline ideally with extensive proven practical experience and extensive experience in a management position;
- Have extensive proven experience in a Military WOME engineering / support environment, ideally within the Air Force or Naval domains;
- Member of the Institute of Explosive Engineers, or working towards;
- Must be able to obtain membership of the Saudi Council of Engineers (SCE). Ideally is a Chartered Engineer in a Professional Engineering Institute or working towards gaining accreditation;
- Hold an IELTS Level 8 certificate as a minimum if applicable;
- Be able to review any new / emerging Legislation and / or Regulations and understand and brief the impact on current Business Unit processes with respect to governance, safety and environmental issues;
- Have the ability to work to demanding deadlines, ensuring a high degree of accuracy, paying due regard to attention to detail, key performance indicators, and customer perception and feedback;
- Have experience in mentoring, training and developing Saudi National employees in the WOME community (tagged EEWE) across the core disciplines of WOME topics including, procurement, explosive safety, handling storage and governance in order to increase the knowledge across the Business Unit, KPCs and BAE Systems KSA Companies.
- Have knowledge of Engineering Management and its application within a customer-facing environment;
- Have experience in the application of requirements management, handover and acceptance;
- A working knowledge and experience in the application of Engineering management within a weapons engineering technical domain would be advantageous;
- A working knowledge of Product Safety & Environment (PS&E) policy and process as applied to the delivery of acceptably safe systems;
- Have experience in leading WOME safety investigations, drafting reports and presentations on issues for review and discussion at formal meetings (including with the Customer);
- Ideally have a working knowledge of Engineering Life-Cycle Management (ELCM);
- Ideally have knowledge and experience in understanding and resolving complex WOME technical issues;
- Ideally have a knowledge and understanding of BAE Systems Saudi Arabia (BAESSA) processes and procedures;
- Be knowledgeable of Export Control Requirements and may be required to handle Export Controlled/ITAR Data.
- The post holder is required to interface directly with Project Leads from the BAESSA Functional, Projects, KPCs (Kingdom Partner Companies), BAE Systems Air and other Service Providers as detailed in the Solution Design; therefore, the following skills are required:
- Stakeholder management competencies;
- Leadership experience with ability to manage multi-disciplinary staff.
RECRUITMENT
Recruitment can be either organic from within the Company, in which case in addition to Recruitment specification, the post holder will need to bring a thorough appreciation of the business relationship of BAE Systems strategy and operations within Saudi Arabia into the role.
External candidates will also be considered. They will be required to come from a similar function within a commercially sensitive organisation that places considerable emphasis on ethical behaviour. They will be expected to contribute, in addition to the recruitment specification, a wide variety of WOME experience that will complement, while enhancing, the existing functional operation.
