Property Management Officer

SUMMARY
This role requires the ability to maintain property rentals, lease and sales by advertising and filling
vacancies, negotiating and enforcing leases, maintaining and securing premises. Establishes rental
rate by surveying local rental rates and calculating overhead costs, depreciation, taxes, and profit
goals. He/she is expected to be prudent and responsible for the direct management/oversight of
assigned commercial/residential/corporate/industrial properties.
The property officer’s main goal is to maximize asset value, customer satisfaction and revenue in
accordance with PEMC business policy on property management.
RESPONSIBILITY
 Manage all aspects of assigned properties under the PEMC property management business.
 Design business plans for assigned properties that suit all the stakeholders’ (Customer,
PEMC and Home Owner) needs.
 Carry out inspections as soon as an apartment is rented to register the asset condition of the
property, ensure sign off with the new occupant, document and communicate same to the
owner of the apartment.
 Carry out quarterly inspections on all the apartments under the PEMC management
coverage, document and sign off the asset condition with the occupant and communicate to
the landlord on the condition of asset of the property.
 Reporting the property’s financial status, occupancy and expiring leases to property owners
 Meeting potential tenants, showing them the property and assessing their applications in
accordance with anti-discrimination laws to ensure tenants of questionable characters/source
of income are not engaged on least and sales of apartment.
 Maintain a positive, productive relationship with tenants, home owners and general
stakeholders to expand business opportunities.
 Negotiate lease/contracts with tenants and home owners in a timely and reliable manner.
 Advertise and market vacant spaces using the PEMC approved modalities of advertising
rental and sales vacancies within and outside Enugu using flex banner, draw-up banner and
every other approved communication means including Whats Apps, Telegram and Instagram
handles with targets of creating effective customer base system for property management.
 Collect receivable accounts and handle operating expenses with regards to operations (repair
and maintenance). Pay all leasing agents who participated in finding tenants as needed for
any given apartments through the approved PEMC ratios.
 Arranging contracts for maintenance (repairs, retrofitting and preventive maintenance), and
managing disputes with service providers where necessary.
 Monitor and drive compliance/resolution on property complaints and rental violations.
 Develop and manage annual budgets by forecasting requirements and analyzing variances,
data and trends.
 Accomplish financial goals and report periodically on financial performance.
 Source and hunt for vacant apartments within Enugu and beyond. Ensure that these
apartments are rented/leased/sold in accordance with the PEMC scope of business.
 Identify building with business prospects for 3 rd party rental facility, Direct Rental/Lease, Rent
Small Small (RSS) facility or Purchase, Retrofit & Resell (PRR).
 Track monthly stages of buildings within ELGC using the building checklist and reports stages
above 80% to head of PEMC. Also track rates of building development around Enugu with the
aim of establishing business interest with key stakeholders.
 Generate lease/sales agreement documents (with legal department inputs) and ensure sign
off with any engaged home owner. Document same in PEMC approved file system (including
cloud storage).
 Ensure prompt payment on property expenses, including taxes, mortgages, payroll, insurance
premiums and maintenance costs.
