Purpose of Position
The Sport and Active Recreation Manager is responsible for the leadership and management of
the Sport Otago Sport and Active Recreation Team. It involves creating and maintaining key
relationships within the sport and active recreation sectors and identifying new opportunities to
expand and develop our mahi to best deliver on our strategy. The role also has responsibility for
leading our Spaces and Places work across Otago and facilitating collaboration amongst our sport
and active recreation providers.
KEY TASKS OUTCOMES
Leadership and Lead the recruitment, induction, and training of the Sport and Active
Management Recreation Team and mentor and support them with their
performance and development through mechanisms such as KPIs,
training, and development plans.
Manage staff leave, programme expenses, and performance
appraisals and resolution of conflicts to an appropriate level.
Actively seek and promote professional development opportunities
that will enhance role capability.
Create and contribute to a team culture where leadership, growth,
and innovation can flourish by leading, managing, and supporting
the ongoing individual and collective development needs of the
Sport and Active Recreation Team.
Support the GM - Programmes to develop and manage plans,
processes, and operational documentation to support the effective
delivery and sustainability of Sport Otago’s Sport and Active
Recreation Team.
Ensure the Sport and Active Recreation Team work in a collegial
and collective manner by utilising individual skills and abilities to
produce the most effective results.
Lead regular team meetings and meet regularly with the GM-
Programmes.
Contribute to the development, adoption, and implementation of
organisational policies in collaboration with the leadership team.
Keep abreast of developments within the sector and adapt and
amend programmes to reflect any changes implemented at national
level and/or aligned to best practice.
Otago Regional Sport Lead the coordination of a regional sport network that has a focus
Alliance (ORSA) on improving collaboration opportunities to provide better
experiences for rangatahi across Otago, especially targeted to
competition formats, coaching and officials.
Spaces and Places Lead the development, review, and implementation of regional
facility strategies/plans across Otago.
Act as the Sport Otago representative on all major Spaces and
Places projects within our communities, or in the case of our
regional Spaces and Places projects, provide support for our
regional staff.
Advocate for the sector to have input and influence into Council
Long Term Plan cycles.
Promote the Sport New Zealand Facilities Framework and project
relevant strategies and guides, including environmental
sustainability guidelines, planning tools, and data collection.
Relationship Management Development and maintenance of key strategic partnerships, e.g.,
RSOs/NSOs, Clubs, Active Recreation Providers, Territorial
Authorities, Tertiary Institutions, other RSTs, Community Groups,
Local Businesses, Facility Operators, RSDs, and School
Associations, with an emphasis on sector leadership, influence,
and advocacy for Active Recreation, Sport, and Tū Manawa.
Foster a strong relationship with key Sport NZ staff and stay
informed about developments relating to Active Recreation, Sport,
and Tū Manawa.
Conduct regular stakeholder and programme reviews to determine
levels of effectiveness and satisfaction.
Develop and keep current information and contact details for key
stakeholders.
Programme Reporting Ensure internal and external reporting requirements for Sport and
and Accountability Active Recreation Team programmes are completed in line with
organisational and stakeholder expectations.
Assist in ensuring all Sport and Active Recreation Team members
report in a timely and effective manner.
Assist in the implementation of effective performance measurement
processes to evaluate the impact of the Sport and Active
Recreation Team programmes.
Funding Identify new initiatives that contribute to the strategic objectives of
the organisation and work collaboratively with the leadership team
to develop and implement these initiatives.
Assist in the development of any proposals as required by the GM -
Programmes and/or CEO.
Best Practice Ensure the philosophies and principles underpinning our Sport and
Active Recreation programmes are applied, including the
integration of Sport Otago’s Regional Leadership Approach
encompassing Physical Literacy, Locally Led, and Insights and
Evaluation.
Ensure the Treaty of Waitangi and its principles of Partnership,
Protection, and Participation are acknowledged and reflected in the
implementation of the initiative.
Ensure all decisions and behaviours are inclusive and embrace
diversity across our wider stakeholder community, through
commitment to social justice, equity, and equality.
Mitigate and openly communicate any possible risks or incidents
that have the potential to bring Sport Otago and/or invested
partners into disrepute.
Actively collaborate with the wider Sport Otago team, establishing a
good working knowledge of other programmes and initiatives and
adding value to these workstreams via the integration of our Sport
and Active Recreation programmes.
Ensure that you and the staff responsible to you carry out their
designated health and safety responsibilities.
Encourage innovation and best practice models within the Sport
and Active Recreation Team.
Other Duties Assist with other duties as requested by the GM – Programmes
and/or CEO.
Person Specification
The minimum of a tertiary qualification in a Sport/Physical Activity related field.
Proven record of leadership and motivating others.
Have knowledge and experience in Human Resource management practices.
Knowledge of the systems, structures, and operating models that underpin the sport and
physical activity sectors in Aotearoa.
Knowledge and understanding of Sport NZ’s strategies and approaches, specifically the
Insights, Physical Literacy, and Locally Led approaches.
Knowledge of, and commitment to, the Treaty of Waitangi.
A positive disposition towards quality physical activity and the importance and value it has on
the health and wellbeing of New Zealanders.
Experience in strategically leading the design and implementation of medium to large scale
projects that operate across multiple settings.
Exceptional relationship building skills, accompanied by a high level of emotional and social
intelligence.
Exceptional interpersonal skills with proven experience in managing stakeholders, teams, and
individuals to achieve quality outcomes
The ability to be a critical practitioner by applying an inquiry approach to constantly evaluate
effectiveness and impact.
Experience in planning, managing, and prioritising multiple and competing tasks and projects to
meet deadlines and produce quality results.
A high level of verbal and written communication skills, with the ability to engage and
