Manager Public Law, Te Puna Rōia

Te Puna Rōia (the Legal team) contributes to the Treasury's vision by providing robust, holistic and solutions-focused legal advice to manage legal risk and implement projects. Te Puna Rōia works closely with policy and operational teams across Te Tai Ōhanga/Treasury- and with other central agencies and departmental legal teams - to advise on a range of public and commercial law issues. The Public Law team leads advice on the Public Finance Act, changes to the structure of government (such as new agencies), responding to commissions of inquiry, judicial review and other public law litigation, and running the core legislative programme, including the budget legislation cycle.
Kōrero mō te tūranga | About the Role
As Manager, Public Law you will lead the Public Law team within Te Puna Rōia, which includes:

  • Providing leadership and guidance in respect of legislation and legal advice on public law matters,
  • Liaising with managers and Directors within Te Tai Ōhanga/Treasury, Crown Law, PCO and DPMC on legal issues (including participating in cross-Government working groups),
  • Developing the Public Law team members, including encouraging professional and personal development of team members,
  • Supporting the Treasury Solicitor including to advance the strategic work programme of Te Puna Rōia to achieve Te Tai Ōhanga/Treasury's priorities.
As Manager, Public Law you will provide and/or be responsible for providing advice on a wide range of legal issues across Te Tai Ōhanga, including:

  • Key legislation that Te Tai Ōhanga/Treasury administers, the development of any new legislation and other issues relating to legislative stewardship,
  • Machinery of government matters,
  • The Māori-Crown relationship and Crown obligations under Te Tiriti o Waitangi/Treaty of Waitangi,
  • Commissions of inquiry and public law litigation,
  • Bona vacantia and unclaimed money enquiries.
Ō pūmanawa | About You

To be successful in this role, you will bring with you:
  • Qualified and eligible to hold a practising certificate as a Barrister and Solicitor of the High Court of New Zealand,
  • Experience supervising staff or leading a team,
  • A strong focus on client service and solutions,
  • Effective communication skills and the ability to develop excellent working relationships,
  • Knowledge or experience in relation to Te Tiriti o Waitangi/Treaty of Waitangi and/or a genuine commitment to building that capability,
  • Understanding and experience with the public service and legislative process will assist.
