Manager Engineering

An exciting opportunity to join NZ Customs as Manager Engineering is now available. This role is a full-time permanent position based in our Wellington Customhouse.
New Zealand Customs has a strategic objective to modernise the computer platforms that host our critical business applications. Under this strategy we are migrating to resilient, cost-effective technology that will enable us to transform our software development and management practices to embrace automation, scalability, and agility. We utilise a mixture of government accredited cloud platforms and other commercial hybrid environments. This role is responsible for Leading the teams, Products, Platforms and Services that provide and enable this Strategy.

The Manager Engineering will work closely with all the other Product Managers within IS to provide and maintain the required compute platforms to enable the various product areas to deliver critical business services. The role is responsible for the development and ongoing delivery of roadmaps, Products and technical services that deliver our services via cross functional teams over agile, build and dev ops methodologies.
This role reports to the Tower Manager (Corporate) and supports the CIO. Responsibilities include:
  • Leading a team of technical people and Engineers with direct People Management responsibilities, delivering and supporting 24 x7 critical systems and services.
  • Engaging with stakeholders to understand strategy, context, and requirements.
  • leading the development of business cases.
  • Establishing project teams, engaging external providers and delivering with and through partners as well as with your own internal teams.
  • Planning & overseeing programme delivery to ensure successful delivery on time and in budget.
  • managing required adjustments as events unfold and competing demands arise; and
  • reporting to governance bodies and the EPMO on progress and status.
To be successful as Manager Engineering, the appointee requires the following knowledge, experience, skills, qualifications and/or personal attributes:
  • Minimum 5 years Proven capability in the delivery and support of technical infrastructure services, using cloud platforms, predominantly Microsoft Azure but other Web Services or third-party Paa S, in large complex, critical environments.
  • Experience in the use of application container technologies, such as Docker and Kubernetes.
  • Experience in the utilisation of modern deployment tools to support effective Dev Ops practices, such as Git Lab and Jira.
  • Demonstrable skills of achieving results with and through people.
  • Evidenced strength in translating organisational priorities into goals, strategies and plans in the area of responsibility to ensure achievement of results, with experience in Quarterly Pi Planning with Jira or like tools / processes.
  • Minimum 5 years' experience People leadership / Management as People Leader, growing teams, including demonstrated capability to manage employment issues and promote change in challenging environments utilising relationship and problem-solving skills.
  • Strong problem solving and decision-making capability, including the ability to identify problems, manage or mitigate risks and implement innovative solutions that take immediate and longer-term consequences into account.
  • Demonstrated interpersonal skills, using communication techniques to ensure clarity of message and achieve the desired result. This includes the ability to speak in public up to exec level and achieve buy-in from external stakeholders.
  • This role is required to be on a roster for on call afterhours incident management support one week in eight.

To join Customs in any role you must be a New Zealand citizen or NZ permanent resident. *
  • This means:
  • a New Zealand Citizen or New Zealand Permanent Resident who has resided continuously in New Zealand for the last 5 years and resides in NZ at time of application; OR
  • a New Zealand Citizen or New Zealand Permanent Resident who has resided in New Zealand for the last 5 years and resides in NZ at the time of application. You may have been absent from New Zealand for periods of six or more months within the past five years, preferably in one or more of the following countries: either Australia, Canada, UK or the USA. You will be required to provide overseas police certificates for these periods spent outside of New Zealand.
You must have a background history that is verifiable and can be assessed as appropriate by the New Zealand Security Intelligence Service towards a recommendation of suitability for security clearance at a higher level. Due to the nature of Customs work, you must have a clear Police record. The successful applicant will also be required to pass a drug test.
