Kaiarahi Maori - Senior Advisor, Maori Engagement

Our environment and our people go hand-in-hand. Emergency Management Bay of Plenty (EMBOP) is seeking a motivated, positive, and solutions focused individual with planning and emergency management experience in hazard and risk management to join our team.

Te āhuatunga a te tūranga | About the role


This role has a focus on the provision of advice and support to staff and Māori Communities on initiatives which assist whanau, hapu, and iwi with disaster readiness and to build resilience in the community. This role acts as a pivotal relationship conduit for information both in and out of Māori communities to support Māori who seek assistance to develop strategies, action plans and projects to manage during a disaster.
The role of Kaiarahi is challenging and varied with responsibilities that include:
  • Tahu Tuatahi (Tikanga Māori ) – providing guidance on Matauranga Māori to ensure that tikanga is integrated into hazard education, hazard management, emergency response and disaster recovery activities.
  • Tahu Tuawha (kaitiakitanga) – supporting hapu/iwi to undertake their own hazard monitoring and management strategies.
  • Tahi Tuarua (whakareri) – supporting and empowering whanau, hapu, iwi to be aware of and prepared for hazard risks they are exposed to.
  • Tahu Tuatoru (manaaki) – enabling response and recovery during emergencies through Māori networks and focus groups
  • To develop and implement a Bay of Plenty Māori CDEM framework and a relevant implementation plan.
  • Partner at local levels to encourage dialogue, action, projects and activities that assist whanau, hapu, iwi with disaster readiness and which will continue to build resilience in the community.
  • To work towards encouraging iwi and Māori contribution and leadership within the CDEM Group.
  • To be a relationship champion – building and maintaining enduring relationships with key Māori entities and representatives.
  • To provide specialist advice and support on all things Māori to the CDEM Group as required and where relevant.
This is a permanent, full-time role based in central Tauranga.

Ō pūmanawa | Your skills and experience


The skills and personal attributes we are looking for are:
  • You will bring a well-developed network and established relationships with our iwi, hapu, Māori organisations, and marae across the Bay of Plenty.
  • Proficiency in Māori cultural frameworks, approaches, and Māori cultural competency.
  • Te Reo and tikanga Māori knowledge and a high level of competency or fluency in Te Reo.
  • Demonstrated critical thinking, project planning, delivery and monitoring, hazard/risk planning, and report writing experience.
  • High level of computer literacy (including word processing, presentations, spreadsheet and project management applications).
  • Experience working in emergency management (or related field) would be an advantage. Demonstrated competent decision making within a high stress (emergency) situation.
