Basic Function:

We are looking for a Business Analyst to join our Finance team. Growth and development of technology, work practices, governance requirements and Teagasc business and operational activities pose challenges and opportunities to adjust processes, procedures and workflow in the Finance Department.
The Finance Business Analyst role will be responsible for examining existing and new systems and processes for improvement, uncovering and reporting common issues, evaluating back office Finance performance, and recommending new system procedures along with optimal use of technology. Working with stakeholders to implement solutions that increase efficiency and productivity to ensure that technology delivers to the business needs are important aspects of this role. The role holder will be a skilled project manager and will be responsible for managing and delivering on system and process change initiatives within the Finance Department.
The Finance Business Analyst will report to the Finance Systems Specialist, within the Financial Accounting team. This is a service oriented role which is central to the Finance Department with strong links to ICT and across all business areas. It requires a confident networker who can deliver excellent customer service.

Job Objectives
Main Duties and Responsibilities:
  • Collaborate creatively and constructively with Finance Department teams and also with HR, Procurement and other business units whose systems integrate/interface with finance systems, to identify, design and deliver on coordinated system and process development and improvement.
  • Provide end user support for finance related systems.
  • Develop and deliver system user training and provide ‘how to’ documentation and workflows.
  • Maintain appropriate controls to protect the integrity of information in Teagasc financial systems including system security, access control, and ensuring adequate segregation of duties.
  • Audit system usage and provide risk/opportunity assessments.
  • Develop and maintain the Finance Department business continuity plan.
  • Develop and maintain strong working relationships with key stakeholders within the Finance Department and the wider business.
  • Partner and collaborate with stakeholders on change initiatives on a continuous basis to ensure a full understanding of the requirements to deliver on expectations.
  • Schedule, plan and communicate on the progress of activities with appropriate frequency.
  • Review and sign off on all change related project documents including data changes, enhancements, charters, requirements, solution Test Plans, UAT, playbooks etc.
  • Evaluate and ensure user readiness for all change roll outs
  • As a member of the Finance Department actively participate in the annual business planning, risk management and Performance Management Development Systems (PMDS) processes and manage team and individual accountabilities aligned to Teagasc Values, delegating as appropriate.
  • Take responsibility for their own on-going personal and professional development.
  • Assist Teagasc in meeting the commitments of the Quality Customer Service Charter and Action Plan.
  • Fully co-operate with the provisions made for ensuring the health, safety and welfare of oneself, fellow staff and non-Teagasc staff and co-operate with management in enabling Teagasc to comply with legal obligations, including full compliance with the responsibilities outlined in the Safety Statement.

Qualifications

Candidates must have:
  • A Level 8 qualification as recognised on the National Framework Qualifications (NFQ) in Finance, Information Systems, Computer Science or a related field
OR
  • A recognised professional accounting qualification
AND
  • A minimum of 2 years’ experience in a business analyst or similar role

  • A project management qualification
  • Qualification in leadership/change management

Knowledge/ Skills

  • In depth knowledge of Accounting IT systems.
  • An understanding of the principals of ICT Security and what controls should be in place to protect financial data
  • Demonstrable proficiency in building and effectively managing a wide range of relationships.
  • Proven record of innovation
  • Experience and working knowledge of change management principles, methodologies, and tools
  • Familiarity with project management approaches, tools, and phases of the project lifecycle
  • Strong orientation and commitment to meeting the needs of end users.
  • Excellent and advanced English communication skills (verbal, written, digital and formal presentations).
  • Risk management skills.
  • Excellent organisational and time management skills with strong attention to detail.
  • Familiarity with Integra, People XD, Power BI, MS Office and SAP Crystal reports
