Team Lead, Regulatory Compliance & Market Policy

The Team Lead has overall accountability for managing the various and unique regulatory and compliance processes necessary for the Energy Marketing business to operate in each of its target markets. The incumbent will interface with internal and external stakeholders and will engage and lead external consulting engagements to ensure compliance with applicable regulations and related Energy Marketing contracts. The Team Lead will monitor developments in market policy in Energy Marketing’s principal markets and take an active role in market advocacy and policy initiatives including energy market design and regulation, clean and renewable energy policy, and transmission tariffs.
Responsibilities:
Manages and ensures adherence to all applicable regulatory requirements including (without limitation) US Market Based Rate Authority (MBR), export authorizations (both Canada and US), [NPCC and NERC Registrations,] and Wholesale Electricity Licences;
Ensures adherence to covenants contained in various commercial documents and contractual agreements including (without limitation) Transmission Rights, ISO licences and Participation Agreements;
Ensures all licences and permits are renewed or amended as required by ongoing and new market activity;
Ensure compliance with prudential support requirements for new and ongoing market activities, including (without limitation) Transmission Rights Auctions;
Ensure compliance with financial market requirements related to Energy Marketing activities;
Maintains broad-based knowledge of current and proposed regulatory developments in current and emerging markets, and is accountable for planning and implementing necessary processes and procedures for compliance with changes in regulatory requirements, permits and licences, for planning and implementing policy initiatives and participation in market stakeholder proceedings;
Procures and manages expert external advice in support of compliance and market advocacy activities in established and emerging markets;
Prepares and manages the department’s operating budget, specifically accounting for all compliance costs, and insures alignment with the line of business budgets;
Develops and maintains positive relationships with counterparties;
Maintains broad based knowledge of Market Rules, Open Access Tariffs, Congestion and Financial Rights Contracts, in Energy Marketing’s core markets, and is accountable for ensuring ongoing compliance and identifying opportunities for market advocacy based on this knowledge;
Participates in the corporate and departmental safety and health program including program promotion, safety and health meetings, accident / incident investigations and emergency preparedness; and participates in Hydro’s other programs in support of Hydro’s business goals in objectives;
Maintains awareness of the corporation’s environmental policy and guiding principles;
Attends relevant industry conferences; and
Performs other related duties as required or assigned.
Qualifications:
The incumbent possess a Bachelor’s or Master’s degree with a focus in business, economics or related area. The incumbent must also possess strong organizational and communication skills. A minimum of eight years of experience, with a strong analytical background. Knowledge and experience in the regulatory environment would be a definite asset.
