The Regulatory Services Manager is a technical expert, leader, and manager responsible for the Petroleum Section of the Branch. They are responsible for reviewing and making recommendations on the approval of applications under the Oil and Gas Act, providing engineering expertise, guidance and supervision to several professional engineers and related technical staff. They are responsible for providing sound leadership to their team, and financial accountability for the branch.
Conditions of Employment:
  • Must be legally entitled to work in Canada
  • Registered or eligible for registration as a Professional Engineer with the Association of Professional Engineers and Geoscientists of the Province of Manitoba (APEGM)
  • Must be able to travel within the province of Manitoba by land, water or air
  • Must possess and maintain a standard Class 5 drivers license with no restrictions
  • Must be able to travel with overnight accomodation
Qualifications:
Essential:

  • Undergraduate degree in Engineering (e.g. Petroleum Engineering).
  • Extensive operations experience in the upstream petroleum industry to include(working) knowledge of reservoir engineering, production operations, drilling, completions and workovers, and oilfield safety and environmental programs.
  • Experience in leadership, supervision and with human resource practices (i.e. training and development, coaching, labour relations, mentoring, conflict resolution).
  • Experience in financial management as it relates to large and complex program/projects.
  • Strong interpersonal skills with the ability to communicate effectively with a variety of internal and external stakeholders.
  • Ability to prepare information for others regarding media inquiries and litigation related matters.
  • Ability to undertake independent research and develop proposals to introduce new industry innovations into department operations.
  • Ability to identify issues that need to be resolved, be able to develop options to resolve/mitigate issues, and be able to make recommendations for consideration by appropriate decision makers.
  • Strong written communication skills.
  • Strong verbal communication skills.
Desired:
  • Knowledge of The Oil and Gas Act and associated regulations.

Duties:
The incumbent of this position are responsible for the following duties:

  • Manages assigned project budgets and expenditures appropriately, meeting the deliverables of the project within delegated financial signing authority
  • Responsible for guiding the preparation of departmental cash flow projections for both Capital and operating and for projecting operational cash flows on a quarterly and annual basis
  • Management and supervision of the Regulatory Services group
  • Manages preparation of briefing notes and advisory notes as well as authority seeking documents (Cabinet and Treasury Board Submissions, etc.) for the Branch Director
  • Communicate and work with Branch staff and industry stakeholders and government stakeholders to clarify regulatory requirements and to encourage sustainable development of Manitoba’s petroleum resources
  • Develops options to resolve issues and makes recommendations to support decision making
  • Develop and implement legislation, regulation and policy related to the development of Manitoba's petroleum resources
