This role is being advertised as both ongoing and non-ongoing, with the employment type to be determined in negotiation with the preferred candidate and the PM&C delegate.

Where a non-ongoing specified term is offered, this would be for an initial period of up to 12 months, with possibility of extension up to a maximum period of two years.

A non-ongoing offer may result in conversion to an ongoing offer of employment, however this must occur within 18 months from the opening date of this advertisement.

Who we are

The Information Services Division (ISD) is responsible for the secure provision and support of ICT services to PM&C and client agencies. The ICT Procurement, Engagement and Governance (IPEG) Section within ISD provides a range of enabling services for the PM&C and client agencies, including the following:
  • Providing high level support to the Chief Information Officer (CIO) and ISD by providing quality project support and governance;
  • Ensuring the Department’s ICT goods and services are procured through open, transparent and accountable processes and achieve value for money; and
  • Facilitating early engagement and develop ISD as a trusted adviser for business areas by understanding the intent of business requests and identify appropriate ICT solutions aligned with the architecture, future directions and strategies of the Department.


What you will do

IPEG is seeking a highly motivated individual at the APS Level 6 to work in the ICT Procurement team. Duties of the APS Level 6 ICT Procurement Adviser role include, but are not limited to:
  • Providing timely and accurate specialist advice across the procurement life cycle for procurement activities, including supporting procurement planning, reviewing and assisting with procurement documentation
  • Ensuring procurement documentation is accurate, complete, and maintained in accordance with departmental standards.
  • Promoting compliance with procurement policies, connected policies and legislation i.e. Commonwealth Procurement Rules (CPRs), Indigenous Procurement Policy (IPP), Public Governance, Performance and Accountability (PGPA) Act.
  • Effective resource and time management skills including the ability to prioritise own and the team’s competing workloads, meet tight deadlines with a high level of accuracy and attention to detail.
  • Working with independence, subject to limited direction against established priorities, policies and procedures to deliver quality outcomes.
  • Identifying problems or issues and resolve or establish treatments to mitigate.
  • Liaising and collaborating regularly with key stakeholders in relation to ongoing and upcoming procurements and managing expectations.
  • Preparing a range of written materials including various reports, briefs and outgoing correspondence to external portfolio agencies that may be complex in nature.
  • Contributing to and driving change to achieve innovation and business improvement strategies.
  • Communicating and making decisions that are based on sound professional judgement, evaluating risks which are defensible.
  • Managing workload to ensure focus time, attendance at courses and room for self-development.
  • Representing the section and the agency at meetings and forums and keep up to date with industry.
  • Supervising, mentoring and developing junior staff, including prioritising and managing team workloads.
  • Promoting a client focused culture within the team.
  • Performing ad-hoc duties as required.


What you will bring

You will be working in a fast-paced ICT environment supported by a collaborative team. Our ideal candidate will have the following skills, experience and attributes:
  • Sound Commonwealth Procurement experience, including but not limited to the Commonwealth Procurement Rules and Procurement Connected Policies or transferable skills and the ability to quickly acquire. Experience in an ICT procurement role, in particular software procurement, would be highly regarded.
  • Effective resource and time management skills including the ability to prioritise competing workloads, meet tight deadlines with a high level of accuracy and attention to detail.
  • Excellent communication, interpersonal and client service skills.
  • Strong customer and stakeholder focus, with the ability to build and sustain internal and external relationships to achieve outcomes.
  • Contribute to a high performing and harmonious team environment.
  • Be willing to undertake formal and informal training to further develop your procurement skills.
  • Desirable, Tertiary / Vocational qualifications in Government Procurement e.g. Certificate IV in Government Procurement.

A merit pool may be established and used to fill the same or similar vacancies for 18 months from the date of advertising.

Eligibility
  • Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the APS unless the Agency Head has agreed otherwise, in writing. At PM&C to be eligible for this position you should be an Australian Citizen at the closing date of application, unless exceptional circumstances apply.
  • The successful candidate must be able to obtain and maintain a security clearance, or hold a current security clearance of an appropriate level.
  • The successful candidate will be assessed through our pre-employment screening checks, such as an Australian Criminal History Check, and will normally be subject to a six-month probation period if new to the APS or has not yet completed their probation period elsewhere in the APS.
