GENERAL DEFINITION OF WORK:
Professional position responsible for the management, direction, planning and goal setting for the Purchasing Department. Responsible for overall budgeting, problem solving, and public relations for the department. Responsible for providing at the necessary time and place, in the proper quantity, and of the proper quality: materials, supplies, equipment, construction, services, and professional services to departments, agencies, and municipalities, as required, in accordance with Federal Laws, State Laws, and the Code of the Public Local Laws, as well as County policies and procedures. This position reports to the Chief Financial Officer (CFO) of the Office of Budget and Finance.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Directs and performs solicitation processes of formal quotations, formal bids, and formal requests for proposals. Processes the procurements through and including composition of contract and its execution according to all applicable policies and laws for the procurements. Reviews and tabulates the results of these procurements and, as required, composes a recommendation for award and presentation to the Board of County Commissioners.
Presides over pre-quotation conferences, pre-bid conferences, and pre-proposal conferences to detect errors and clarify specifications
  • bid requirements. Coordinates, composes and issues addenda information resulting from conferences.
  • Serves as a member on and coordinates the functions and meetings of the Coordinating Committee (committee recommends award of contracts for technical procurements and specific projects requiring professional services).
  • Consults with and advises County officials, department heads, etc., regarding purchase needs, specifications, trends, and scheduling.
  • Recommends procurement-related legislation and procurement policy changes to the Board for their review, consideration and endorsement/adoption.
  • Approves and signs Purchase Orders certifying compliance..
  • Develops and prepares the budgets for the Purchasing Department and Central Services and monitors expenditures
Coordinates/performs the hiring process when a vacancy exists,
  • new position is created in the departments.
  • Meets with salespersons regarding their products/services/contracts.
Responds to bid protests, verbally and/
  • written form.
  • Conducts performance evaluations of Purchasing Department and Central Services personnel.
  • Attends a variety of meetings and training seminars regarding procurement related issues.
  • Researches, develops, and implements processes to enhance efficiency.
  • Prepares reports, memos, and other correspondence as required.
  • Performs related tasks as required.


KNOWLEDGE, SKILLS AND ABILITIES:
  • Comprehensive knowledge of laws, regulations, governmental procurement methods, contracting, source selection, competitive bidding, negotiation, transportation, quality assurance, contract administration, tracking, and inventory management; ability to write clear and concise specifications and contracts.
  • Thorough knowledge of various grades and qualities of a variety of materials, supplies and equipment used by the County.
  • Thorough knowledge of standard office procedures, practices and equipment.
  • Ability to express ideas clearly and concisely, orally and in writing.
  • Ability to understand technical papers.
  • Ability to establish and maintain effective working relationships with associates, vendors, elected officials, and the public.
  • Ability to make prompt decisions on complex matters and make evaluations concerning day-to-day operations.
Ability to resolve complex problems, which require the evaluation of alternative methods
  • solutions.
  • Ability to set objectives, delegate, and prioritize workflow in such a way that the overall mission and goals of the County are met.
Ability to perform supervise the performance of a variety of projects, receive unexpected top priority assignments and solve interpersonal
  • procedural problems simultaneously amidst frequent interruptions.
  • Thorough knowledge and experience with most recent County-used version of Microsoft Word / Excel.
  • Knowledge and experience with People Soft Financial Software is desired.
  • Must adhere to the National Institute of Governmental Purchasing’s “Code of Ethics” and be governed by the highest ideals of integrity and honesty to merit the respect of co-workers and inspire the confidence of County Government and the public that it serves.


EDUCATION AND EXPERIENCE:
This position requires graduation from an accredited college university with a Bachelor’s Degree (a procurement- related field is desired) plus six (6) years’ professional experience in procuring a variety of materials, supplies, equipment, construction, services, and professional services, three (3) years of which were in a supervisory capacity. (Additional qualifying experience may be substituted on a year-for-year basis up to a maximum of four (4) years for the required education. Education beyond a bachelor’s degree may be substituted on a year-for-year basis up to a maximum of two (2) years for the required non-supervisory experience. Designation as a Certified Professional Public Buyer (CPPB) may be substituted for one (1) year of the required education non-supervisory experience. Designation as a Certified Purchasing Manager (C.P.M.), Certified Public Purchasing Officer (CPPO), Certified Professional Contracts Manager (CPCM) may be substituted for two (2) years of the required education non-supervisory experience.)

PHYSICAL REQUIREMENTS:
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently constantly to move objects; work requires fingering, and repetitive motions; vocal communication is required for expressing exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written computer data, operation of machines, determining the accuracy and thoroughness of Director of Purchasing work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
Must have the use of sensory skills to effectively communicate and interact with other employees and the public using the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to as, personal computer, calculator, copier, and fax machine. No significant standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling, pushing, and pulling.
