The Role
As a Capability Analyst in Defence Digital Group’s (DDG) Digital Capability Division (DCD), you will use your analysis, critical thinking and problem solving skills to contribute to strengthening Australia’s national security through digital capability decision-making.

We have multiple opportunities; Capability Analysts, Digital Product Owners, Digital Product Analysts to fill vacancies across Digital Platforms and Lifecycle Branch, Enterprise Digital Capability Branch, and the Digital Capability Support Office.

These roles offer a unique opportunity for individuals to join a high performing team and undertake challenging yet exciting work that will make a direct impact to Defence’s digital capabilities. Whilst no day is truly typical in Digital Capability Division, you can expect to critically analyse complex information, influence and brief senior leaders, solve problems and manage internal and external stakeholders.

We are looking for highly motivated, resilient and collaborative APS 6 Capability Analysts to join our Division who will be responsible to:

  • Identify and employ best practice analysis methods, critical thinking and problem-solving skills to support the lifecycle management of digital products and platforms.
  • Apply understanding of broader Defence policy and strategic objectives, including the National Defence Strategy.
  • Identify, analyse, isolate and interpret business and stakeholder needs to generate user stories and requirements.
  • Undertake detailed analysis, including gathering information from a range of sources to produce consolidated reports and evidence-based advice to understand and address issues or trends at a program and/or project level.
  • Develop evidence-based recommendations to solve problems or identify opportunities within the program and/or projects.
  • Provide high level secretariat support to all Digital Capability committees, including:
  • Analysing senior committee schedules to determine where there are ICT impacts or impacts to DDG.
  • Managing scheduling and synchronisation of key committees and forums across the Division, Group and department to ensure appropriate accountabilities and responsibilities are being applied.
  • Coordinating governance arrangements, including maintaining the Committee Charter and work plans.
  • Coordinating meeting arrangements, drafting briefs, agendas, papers, minutes and managing actions arising.
  • Contribute to the preparation of capability development documentation, including business cases and submissions to government.
  • Build and cultivate constructive relationships with internal and external stakeholders.

The additional payment is a Building Defence Capability Payment (BDCP) which enables Defence to provide a premium, in addition to the rate of salary otherwise payable under the Defence Enterprise Agreement (EA) to some or all of the jobs within a critical occupation(s) or discipline within a workplace. Applicants engaged into a BDCP position must consider the following. BDCPs provide remuneration in addition to the Defence Enterprise Agreement (EA).

This arrangement is subject to meeting eligibility criteria and is subject to annual review. Should your performance fall beyond requirements or the eligibility criteria not be met, your eligibility for the BDCP may be reviewed and ceased. It may also be ceased should you change positions or the requirement for the BDCP is no longer necessary, as determined by Defence. Should the BDCP be ceased you will be advised and your BDCP additional payment will cease.

About our Team
Digital Capability Division uses the One Defence Capability System to develop, adapt and extend digital capabilities. We provide end-to-end work take-on, and execution of the Chief Information Officer’s Capability Manager responsibilities across the lifecycle, and provide an integrated single point of contact with the business for digital demand. The Division includes teams of ADF, APS and contractors who work collaboratively with a wide variety of Defence experts and processes, to ensure strong management, coordination and governance of the Defence digital ecosystem.

Digital Platforms and Lifecycle Branch coordinates and manages all end-to-end lifecycle activities supporting digital capability in Defence. This includes managing lifecycle operations, technology uplift, refreshes, obsolescence management and management of the DDG enhancement budget.

Enterprise Digital Capability Branch is responsible for end-to-end capability management and demand management for enterprise digital capabilities. We identify and analyse enterprise digital demand, and set priorities. We sponsor and plan all new integrated investment program (IIP) enterprise project activities, incorporating demand into enterprise project plans. We generate capability development documentation and submissions to government, and work closely with Enterprise Architecture, Engineering and Delivery teams, to ensure in flight projects achieve the agreed capability effects.

Digital Capability Support Office is responsible for the oversight, strategic analysis and guidance relating to end-to-end Digital capabilities, as well as responsibility for digital capability specific governance.

Strong strategic thinking, resilience and planning skills are essential to roles at this level.

Experience in, or familiarity with, SAFe Agile is desirable, but not essential, for several of the opportunities. Additional professionalisation, training and development will be offered to successful candidates.
