Working Foreperson - Parks, Forestry & Cemetery

SUMMARY
Supervises and directs subordinates and participates in the operation and maintenance requirements of Parks/Forest/Cemetery functions of the Division of Public Works and other operational areas as needed. Provides leadership for work crew. Responsible for planning, scheduling, coordinating, and assigning all work required of the Division. Remains on call and answers emergency calls and complaints. Maintains accurate records of employee time, equipment and materials utilized by the Division. Orders supplies, materials and equipment necessary to complete the required tasks of the Division. Supervises and makes any repair necessary to maintain the parks, cemetery, street and park trees, city buildings and facilities and properties and related equipment. Recommends and administers a tree and landscape management program. Responds to general public inquiries and complaints and forwards complex matters to appropriate administrator.
EDUCATIONAL REQUIREMENTS
  • High School Diploma or G.E.D.?
EXPERIENCE REQUIREMENTS
  • 3 years of experience with the Department of Public Works or related.
  • Considerable experience in the operation of maintenance equipment used by the Department of Public Works.
  • Considerable experience in the practices and procedures necessary to maintain, operate, and repair city parks, street and park trees, cemetery, buildings and facilities, and properties maintained by the Department of Public Works.
ADDITIONAL REQUIREMENTS
LICENSE OR CERTIFICATION
  • Arborist Certification or ability to obtain within six months of hire
  • Commercial Pesticide license
  • ACRT Certification
  • CPR Certification
DRIVING
  • Valid CDL License - Class A with Air Brakes and Tanker endorsement N
KNOWLEDGE

Knowledge of and the ability to climb trees, remove live & dead, broken, misshapen and undesired branches and tops of trees using power saws, hand saws, pole saws and other tools, and lowers portions removed to the ground with ropes

Knowledge of rigging methods and the use and?maintenance of equipment and tools commonly used in tree trimming, removal, and surgery operations

Knowledge of the occupational hazards of excavations, tree trimming and removal work, and?the safety precautions necessary to protect employees and the public
R

Knowledge of maintenance requirements of all parks/forestry/cemetery equipment with the ability to inspect and make minor adjustments, do the necessary servicing work, and to make written notices of any defect to the Chief Mechanic

Knowledge of the principals, practices, procedures, materials, and tools utilized for the maintenance and construction of City parks, cemetery, street and park trees, city-owned buildings and facilities, and properties

Knowledge of and?ability to follow and enforce Department Rules and Regulations, operating procedures, Policies and related City Ordinances that affect the Department of Public Works

ESSENTIAL JOB FUNCTIONS

  • Plans jobs and ensures adequate supplies of materials and equipment are on hand and in condition to meet the job requirements
  • Prepares purchase requisitions, orders?supplies?and materials specific to the Parks/Forestry/Cemetery Division and the Public Works Department in general
  • Assists in the selection?of, and?makes recommendations and specifications for, the purchase of equipment and materials utilized in Parks/Forestry/Cemetery operations and the Department of Public Works in general
  • Meets regularly with the Department Head to receive project and work assignments, discuss project schedules, and to keep that person informed of activities
  • Travels to work areas and inspects work in progress or upon completion, reviews quality, safety, and efficiency of work operations. May assist in the completion of the required work
  • Supervises and participates in the planting, transplanting,?topping, felling, trimming, pruning, spraying, and removal of trees
  • Performs the duties of other Working Forepersons and Maintenance Persons I, II, and Ill as workload, temporary absences, or emergencies dictate
  • Assembles crews to make emergency repairs; may work during scheduled overtime and unscheduled necessary maintenance?tasks
  • Enforces Department Rules and Regulations, Operating Procedures, Policies, and City Ordinances that affect the Department of Public Works
  • Provides training and instruction for the Streets and Utilities Division and or Public Work Department safety program
  • Attends seminars, conferences, and training sessions to keep informed of the latest methods, techniques and equipment used in Public Service fields
  • Assists in the preparation of the Department's preliminary budget. Monitors expenditures throughout the?Department and?related to Parks/Forestry/Cemetery specifically
  • Assigns?tasks?to crew members and provides on-the-job training and technical guidance to crew members participating in Parks/Forestry /Cemetery operations
  • Performs and supervises all work required to repair and maintain the City's parks, cemetery, street & park trees, city-owned buildings and facilities, and properties, and related equipment
  • Performs and supervises all work required to organize set-up for community events and festivals
  • Assigns?all work to be completed, performs work when crew needs extra assistance?
  • Provides Dispatch with updated call-in lists and maintains call-in records
  • Reviews crew members work record and performs employee performance evaluations
  • Maintains on call-status and is readily available for after-hours call back and emergencies
  • Participates in the on-call protocol outlined in the current collective bargaining agreement
  • Operates, inspects, and performs maintenance work on the equipment in Park/Forestry/Cemetery functions and projects Services equipment with fuel, fluids, and lubricants
  • Responsible for crews cleaning and returning equipment used and leaving equipment ready for emergency use
  • Oversees and participates in the maintenance records of the Division
  • Enforces safety policies and procedures
  • Regular and routine onsite attendance
