The Alaska Department of Commerce, Community and Economic Development, Division of Regulatory Commission of Alaska is recruiting for a Utility Financial Analyst 1/2 flex position located in Anchorage!

The Regulatory Commission of Alaska (RCA) is recruiting for a Utility Financial Analyst 1/2 position in Anchorage. This is a flexibly staffed position. If you possess the knowledge, skills and abilities noted in this recruitment, we welcome your application. This recruitment is open to Alaska residents only.
The Utility Financial Analyst 1 is an entry level position and you would review, analyze, and provide recommendations regarding power cost equalization filings and routine tariff filings, in addition to verbally defending your recommendations to a panel of Commissioners. The Utility Financial Analyst 2 is the journey level position and you would independently review and analyze rate case filings of narrow to moderate complexity, power cost equalization filings, and other routine and non-routine tariff filings, in addition to verbally defending your recommendations to a panel of Commissioners. You may also work independently and/or collaborate with finance, tariff, and engineering staff in conjunction with formal docket proceedings.
Our organization, mission, and culture: The RCA regulates public utilities (electric, water, sewer, refuse, and natural gas), pipeline carriers, and to a limited extent, telecommunications providers to ensure they provide safe and adequate services and facilities at just and reasonable rates, terms, and conditions. The Finance Section reviews filings where regulated utilities and pipeline carriers seek to revise their rates, assist in financial fitness review, and act as the staff docket manager on docket filings such as rate cases suspended for further investigation, regulatory assets, and dockets that are financial in nature. In addition, the Finance Section processes filings determining Power Cost Equalization amounts for non-regulated electric utilities.

The RCA is located in the heart of downtown Anchorage. The daily work environment is busy with many tasks to accomplish. Each workday brings with it a new challenge. Minimum Qualifications for the Utility Financial Analyst 1
Any combination of education and/or experience that provides the applicant with competencies in
- Accounting: Knowledge of traditional accounting practices including accrual, obligations, and costs methods.
- Analytical Thinking/Problem Solving: uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.
- Computer Skills: Uses computers, software applications, databases, and automated systems to accomplish work.
- Decision Support: Knowledge of decision support theories, methods, and tools for identifying, synthesizing, representing, and evaluating the important aspects of a decision situation and prescribing the recommended course for decision makers and other stakeholders.
- Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
Equivalent to those typically gained by:
Any combination of preparatory post-secondary education and/or experience in accounting, finance, business administration, public administration, or a closely related field/industry.

- Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
Equivalent to those typically gained by:

This position is flexibly staffed. The level of the job offer will be based on the selected candidate’s credibly possessed and proven competencies.
