Project/Program Manager I - MBD

Summary


Metro Transit’s Market and Business Development group is hiring a Project/Program Manager I to support its three workgroups and assist in the delivery special projects. The position will require the ability to use data and information to help produce reports and presentations, strong communication skills to engage in cross team coordination and collaboration, good organizational skills to assist in project management, as well as attention to detail while supporting and tracking processes that intersect with procurement and contracting, billing and invoicing, budget development and implementation. Must demonstrate a commitment to equity and sustainability and promote an equitable, diverse and inclusive work environment.

EXPERIENCE and QUALIFICATIONS
The Market and Business Development (MBD) group integrates transportation demand management (TDM) programming into a robust menu of mobility projects and programs that increase the use of transportation options throughout King County. The Business Programs team manages one of the largest employer transit benefit programs in the country and is focused on rebuilding ridership, as well as increasing participation and access to ORCA Business products among small and priority businesses (including BIPOC, queer and women-owned businesses and companies employing low-wage workers). The Fare Policy team focus is on internal and external coordination, policy development, implementation and evaluation that ensures Metro’s capacity to grow revenue, increase access to ORCA products/services through equitable pricing, and support a fare infrastructure that is built upon a social justice framework.
This position will work with each of these MBD teams, reporting directly to the MBD supervisor, with the opportunity to build and develop a broad knowledge base and expand upon their PPM toolkit. Our ideal candidate will have excellent communication and engagement skills, a strategic mindset, be highly organized and detail oriented, with the ability to build relationships and help drive projects to completion.

This recruitment will be used to fill one (1) Project/Program Manager I. In addition, this selection process may be used to generate an eligibility pool for future TLT/SDA vacancies that may occur in this classification within the Mobility Division. The eligibility pool will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.

Job Duties

  • Assist in the facilitation, development, and delivery of MBD/work team projects and project elements, including detailed project planning, tracking, reporting, and the coordination of schedules and other operational issues impacting the work plan
  • Utilize data collection and analysis, including budget information, in designing/delivery of reporting and informational tools.
  • Learn about MBD’s portfolio of projects and facilitate communication and coordination, both across MBD/MI works groups, as well as with other Metro teams and our external partners.
  • Assist in managing web/Share Point and newsletter content, developing presentations, and support meetings and workshops
  • Support MBD/work team in fiscal, contracting, procurements and HR functions, to include invoicing and pulling reports
  • Administrative/logistics support for events/meetings and other MBD operational functions
  • Perform other duties and special projects as assigned.

Experience, Qualifications, Knowledge, Skills
Minimum qualifications for a Project/Program Manager I. include the following:

  • Bachelor's Degree in any field and one year of work experience in a related field OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform this job.
  • Strong organizational and project management skills, demonstrating attention to detail.
  • Excellent oral and written communication skills, including the ability to comprehend, analyze, evaluate, and communicate complex information to a variety of audiences.
  • Capacity to participate in and assist in the coordination of project evaluation efforts.
  • Demonstrated initiative and creativity and the ability to engage in strategic thinking and planning
  • Strong computer skills (Microsoft Suite of products.)
  • Ability to manage and prioritize a diverse workload across multiple teams and stakeholders in accomplishing tasks on defined timelines and in a fast-paced environment.
  • Demonstrate a proven track record in applying initiative and problem solving.
  • Proactively able to coordinate a high volume of diverse assignments- managing multiple competing priorities, while maintaining attention to detail.
  • Possess a growth mindset and an interest in learning new programs and tools; experience with LEAN or other business improvement processes is desired.
  • Experience with the King County procurement and contracting processes to ensure timely and efficient delivery of projects goals and objectives within the program timeline.

Desired Qualifications
  • Bachelor's degree or higher in Public Policy, Public Administration, Urban Planning, Business, Communications, Project Management, Economics, Transportation, Sociology, Environmental Science, or a related field and/or equivalent work experience, with 2 years of experience.
  • Knowledge and understanding of ORCA, TDM and/or Metro/regional Fare Policy projects, programs, and/or issues
  • Experience with KCM’s contracting process, coordination of FTA transportation grants, invoicing process and procedures.
  • Experience with communications and marketing and/or customer service
  • Familiarity with local transit and mobility systems and products, key partners, and stakeholders.

Work Schedule
The work week is normally 40 hours, Monday through Friday. This position is exempt from the provisions of the Fair Labor Standards Act, and therefore is not eligible for overtime pay.

Work Location
The primary location of the position is at the King Street Center, 201 S. Jackson St., Seattle, WA 98104. However, this will be a hybrid position (teleworking and in office). The work associated with this position will be performed or conducted through
a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
