Organizational Transformation Project Manager (Project/Program Manager III)

Summary



King County Metro’s Mobility Division is seeking an experienced project manager to ensure delivery of major organizational transformation efforts across the Mobility Division. This position will be primarily responsible for three major efforts in 2025: a project to redefine and standardize contract management practices across the division, supporting cross divisional team with implementation of the Integrated Services Program to improve business processes and transform workplace culture, and initiating a project to streamline the division’s core administrative functions.

We are looking for passionate change-makers with demonstrated ability to effectively initiate projects, lead diverse workgroups, and build coalitions at all levels of a large, complex organization. The most competitive candidates bring a strong combination of the skills and knowledge required to lead both the technical and people sides of project delivery. Candidates for this role will have the ability to manage multiple and shifting priorities, be action-oriented, build strong relationships and partnerships, and work under pressure. They will be looked to as problem-solvers.

This is a Term Limited Temporary/Special Duty Assignment expected to last through 2025.

Job Duties

Project Management


  • Initiate projects, including defining scope, schedule, resource planning and project team structure.
  • Analyze business needs, assess process improvements, design appropriate project methodology, and plan project work.
  • Manage, monitor and report on completion of project tasks and deliverables.
  • Lead, facilitate, and convene cross-departmental project teams.
  • Track, analyze and manage risks, issues and decision-making necessary to deliver projects.
  • Coordinate work and manage dependencies with other Metro projects.
  • Manage project communications and stakeholder engagement.
  • Manage contract and matrixed resources as part of unified project teams.
  • Ensure on-time completion and closeout of project deliverables.

Organizational Change Management
  • Conduct change readiness analysis.
  • Design, produce, and implement communications and organizational change management plans, programs, strategies and products across various stakeholder groups.
  • Serve as change management work stream lead and expert consultant within major projects.
  • Track and report progress on change plan progress.
  • Serve as visible change management lead across division efforts.

Experience, Qualifications, Knowledge, Skills

  • At least five (5) years’ experience in project management, organizational change management and/or Lean/continuous improvement.
  • Excellent organizational and project management skills; demonstrated ability to manage all phases of complex projects with diverse project teams.
  • Demonstrated ability facilitating group decision-making.
  • Ability to distill complex technical information into effective messages for a variety of audiences.
  • Skill in consulting, facilitating, and influencing at senior leadership levels.
  • Demonstrated ability to analyze, plan for, and manage major organizational changes.
  • Skill in working collaboratively with individual contributors, customers, and senior leadership to bring positive change.
  • Skill in analyzing information, solving complex challenges, and making recommendations based on analysis.
  • Demonstrated ability to work collaboratively and successfully with a diverse group of individuals from a variety of different positions and backgrounds.
  • Ability to create clarity among teams working on related or interdependent projects.
  • Ability to manage multiple and shifting priorities.
  • Perform other duties as assigned.
Desired Qualifications
  • Experience with change management including by not limited to certifications in organizational change management (PROSCI or similar), project management (PMP or similar), and/or process improvement (LEAN/Six Sigma greenbelt or similar)
  • Demonstrated experience designing and implementing project team governance structures.
  • Facilitation skills with demonstrated ability to design, run and facilitate meetings.
  • Training and experience in collaborative problem-solving, group decision-making and/or innovation processes.
  • Excellent written and oral communications skills, including the effective use of visuals in communications.
  • Demonstrated ability to work with diverse individuals with varying opinions and backgrounds.
  • Excellent organizational and project management skills.
  • Proficiency in modern office software to perform tasks including word processing, spreadsheet management, database operations, presentation creation, basic graphic design, and email communication.
  • Knowledge or experience with continuous improvement and development of standard work.

Selection Process
Applicants will be screened for competitiveness, completeness, and written communication skills. The most competitive candidates may be invited to participate in one or more panel interviews. Final offers are contingent on the successful completion of reference checks or internal record review. The SDA will also be dependent on approval by your current supervisor. Pay for SDA will be in accordance with Personnel Guidelines or the selected employee’s collective bargaining agreement.

Position information:
This recruitment will be used to hire one (1) Term Limited Temporary or Special Duty Assignment position. In addition, this selection process may be used to generate an eligibility pool for future TLT/SDA vacancies that may occur in this classification within this workgroup. The eligibility pool will be retained for 12 months from the date of posting, and may be used at the discretion of the hiring authority.

Work Schedule
The work schedule is normally Monday through Friday, 8:00 a.m. – 5:00 p.m., but this position may require additional hours as necessary. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.

Work Location
The main work site for this position is King Street Center, 201 S Jackson St., Seattle, WA 98104. This is a hybrid position working 1-3 days in office, per business need.

Teleworking Requirement
The work associated with this position will be performed through a combination of onsite and remote work. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a county-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
