This is a full-time, permanent Health Services Consultant 4 position located within the Office of Health Professions located within the Health Services Quality Assurance (HSQA) Division.
What You Will Do:
This position “works to protect and improve the health of people in Washington.” Responsibilities include oversight in support of the roles and responsibilities assigned to the Board of Optometry, Dispensing Optician Examining Committee, Ocularist Profession, and Nursing Pool Profession; developing and implementing health policies and procedures; and providing program expertise for development of interpretive statements and rule and legislation review.
This position is designated by the appointing authority as a technical specialist that serves as an agency wide expert on issues of high visibility and high sensitivity that has the authority to act on behalf the department.
Expectations and Responsibilities:
- Provides oversight to support the roles and responsibilities of assigned commission, boards, committees, and Secretary professions in OHP. Ensures assigned duties are performed professionally, accurately, and on time. Uses critical thinking skills to ensure risks and benefits are considered in decision making. Evaluates expected results while working directly with commissions, boards, committees, secretary programs, professional health associations, licensed health care professionals, consumers of health care services, and general public.
- Provides support at all meetings and conducts, coordinates, or approves examination of assigned commissions, boards, committees, and Secretary professions.
- Coordinates approval/denial process for lists and labels for educational institutions and professional associations.
- Works with licensing staff to ensure that credentials are issued according to profession statute and rule and to protect public health and safety.
- Manages review of non-routine credential applications and notifies applicants regarding compliance for assigned programs.
- Attends and participates in case management team (CMT) meetings for assigned professions to ensure that decisions made on disciplinary cases protect public health and safety. Serves as an active participant in decision making relating to cases for assigned professions.
- For commissions, boards, and committees, coordinates review of random continuing education (CE) audits and notifies licensees regarding compliance. When necessary, sends cases to Compliance to open and coordinate with Legal Services Office.
- For Secretary professions, reviews random CE audits and notifies licensees regarding compliance. When necessary, sends cases to Compliance to open and coordinate with Legal Services Office.
- Annually reviews Joint Operating Agreement (JOA) with commissions and boards, develops biennial business plans for commissions, boards, and committees, (including goals and objectives) to support program initiatives and the items in the JOA. Measures performance and reviews at least annually.

Required Qualifications (you must meet ONE of the provided options and any additional criteria listed.):
Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.

Option 1: Six (6) or more years of management or consultative experience in a health care services program or closely allied field.

Option 2: An associate degree or higher; AND four (4) or more years of management or consultative experience in a health services program or closely allied field.

Option 3: A bachelor's degree or higher; AND two (2) or more years of management or consultative experience in a health services program or closely allied field.

Option 4: A master’s degree or higher; AND one (1) or more years of management or consultative experience in a health services program or closely allied field.
AND (for ALL the above options) Experience in at least two (2) of the following:
- Rule, policy or legislative drafting and implementation.
- Health services planning.
- Compiling and analyzing data for reporting.
Experience can be gained concurrently.
Preferred Qualifications:
Master’s degree in public health, health care administration, public or business administration, or allied field.
OR
Bachelor’s degree in public health, health care administration, public or business administration, or allied field and three (3) years of professional management or consultative health services experience in the following areas:
- Project Management experience;
- Rule or policy drafting and development;
- Representing a government or nonprofit organization to the public by responding to complex regulatory or public health questions;
- Working directly with community collaborators on complex and high visibility regulatory issues; and
- Compiling and analyzing data for reporting purposes.
