Classification Summary:
Under general supervision, Trains, plans and oversees assignments of subordinates. Reviews progress and evaluates results. Recommends procedure changes. Prepares payroll input to computerized payroll systems. Answers payroll- related questions from employees and supervisors. Assists in preparing payroll checks and with governmental reporting/compliance. May make decisions in absence of the payroll manager. Processes irregular payments, e.g., bonus payments. May maintain records on vacation and sick leave.
Classification Standard Duties:
Reviews, analyzes and checks payroll reports for accuracy and makes necessary adjustments or corrections through journal entries or other established procedure; Prepares and conducts training sessions for departmental payroll representatives to explain payroll policies and procedures, state and federal regulations,and laws. Completes appropriate forms to adjust wage/salary account funds or to correct or balance a special situation; Researches, analyzes and resolves very difficult, complex and/or technical problems or questions presented by other workers, faculty, staff, students or outside agency representatives using knowledge of common problems and of entire payroll function; Recommends and participates in the development of new procedures and policies related to payroll operations utilizing knowledge of university, state and federal policies and regulations; Compiles financial, tax and payroll reports for both internal and external purposes; Acts as liaison with staff, faculty, administrators and students in answering questions, providing alternatives and facilitating decision making;; Prepares correspondence of a technical nature pertaining to payroll issues; Coordinates and interacts with federal and state agencies on issues pertaining to employee compensation and deductions; Compiles and analyzes payroll data, makes recommendations and determinations and prepares related reports. Performs miscellaneous job-related duties as assigned.
Required Education, Experience, Certification/License, Equivalency
Requirements: Required Education:High School diploma or GED certificate.; Required Experience:Five (5) years of experience related to the standard duties as outlined.; Equivalency:Completion of a post-secondary degree or certificate may substitute for years of experience.; Required Certification/License:
Knowledge, Skills and Abilities
KNOWLEDGE:Knowledge of payroll principles, practices, regulations and procedures; Knowledge of accounting practices and procedures.; SKILLS:Skill in evaluating and analyzing technical payroll activities; Skill in preparing detailed reports; Skill in performing detailed computations.; ABILITIES:Ability to effectively communicate.
Job Duties and Responsibilities
Review, analyzing, and updating of large volumes of confidential employee records, payroll deductions, and leave records in compliance with regulations and business rules. Responds to, processes, and reports on employee wage garnishments. Performs complex calculations of pay, overtime, leaves adjustments. Prepares and processes documents for special non-standard payroll processes. Reconciles data, performs data entry and balances payroll activities and transactions, performs research and complies with State and Federal requirements. Composes communication to external agencies, department liaisons, supervisors and employees to request information and provide payroll information and guidance. Assists in the collection and preparation of data for statistical analysis. Responsible for adhering to strict payroll deadlines and turnaround processing deadlines of workloads. Requires analytical review, high degree of accuracy, data entry, reconciliation, and critical attention to detail. Collects, reviews, and keys timesheets and other payroll transactions. Assists with preparing payroll checks, printing and distribution. Other duties as assigned.
