PARKS RANGER (PART-TIME)

PLEASE NOTE: This is a part-time, non-benefited position with a maximum of 1,000 hours per fiscal year.
Under general supervision, performs a variety of maintenance, patrol, and programming duties in City parks and facilities to provide a safe and inviting environment for those who use the City's parks, open spaces, and facilities; coordinates with local non-profit organizations, cooperating agencies, and consultants to plan and organize activities and events occurring in City parks and facilities; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Code Enforcement Manager. Provides technical and functional direction to technical and office support staff, as well as contractor/consultants.

CLASS CHARACTERISTICS
This is a single-position class responsible for City facility and recreational programming and monitoring to ensure all related activities are in line with City codes, agreements, policies and regulations. Responsibilities will include the ability to cite violators of City codes and policies to obtain compliance and if necessary restrict access to City facilities. Successful performance of the work requires the frequent use of tact, discretion, and independent judgment, knowledge of department and City activities, and extensive staff, public and organizational contacts.

Examples of Essential Functions

Management reserves the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
  • Patrols and monitors activities in assigned parks and designated park facilities to enforce established rules, regulations, City agreements, and City codes and ordinances.
  • Reports and cites parking and other City ordinance violations.
  • Reports destruction or defacement of park facilities; reports unsafe or unlawful acts or situations; provides positive enforcement through counseling sessions with violators or through issuance of citations.
  • Provides input for development of: programs, program guidelines, policies, and procedures.
  • Serves as a liaison between the City and the public, non-profit organizations, and cooperating agencies.
  • Prepares reports regarding scheduled and unscheduled activities and concerns within the parks and City facilities; maintains accurate daily activity logs.
  • Works with Code Enforcement staff as needed to ensure facilities are safe, clean and relay the appropriate environment for recreation activities.
  • Develops and maintain a calendar of activities and events.
  • Participates in City activities, events and programs and assists with special programs and activities as assigned; directs traffic as needed.
  • Provides information, direction and assistance to the public; provides emergency services, including CPR and first-aid, as necessary.
  • Maintains files, databases, and records related to citations and violations; prepares a variety of written reports, memoranda and correspondence.
  • Provides information to violators, the general public, community groups, and other government agencies regarding codes, laws and ordinances; responds to questions, complaints, and inquiries.
  • Ensures City recreation facilities are operated and maintained effectively and safely.
  • Works cooperatively and effectively with the public and other departments.
  • Participates, as required, in maintenance and clean-up of park grounds and structures.
  • Assists in setting up equipment such as tables and chairs for city sponsored special events and for facility rental events.
  • Performs a variety of outreach work related to assigned activities.
  • Performs duties of a disaster services worker in event of an emergency.
  • Performs related duties as assigned.

Qualifications
Knowledge of:
  • Organizational and functional responsibilities of the Code Enforcement Department and location of City parks and facilities.
  • Principles of outdoor recreation, interpretation, special events and other types of visitor services.
  • Applicable City ordinances, department rules, City agreements, policies, regulations and county and state codes and laws.
  • Practices for documenting inspections and correcting violations.
  • Modern office practices, methods, and computer equipment and applications related to the work including word processing, power point and spreadsheet applications.
  • English usage, spelling, vocabulary, grammar, and punctuation.
  • Principles and procedures of record keeping and preparation of correspondence.
  • Safety equipment and practices related to the work, including safe driving rules and practices.
  • Basic first-aid, CPR and self-defense techniques.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors and City staff.
  • Techniques for effectively representing the City in contacts with governmental agencies, community groups, and the public.
Ability to:
  • Learn and apply relevant municipal and penal code sections and City park rules and regulations.
  • Apply special event, facility use permit requirements and related user fees to use of City facilities.
  • Apply relevant Memorandum of Understanding requirements to City facility use requests.
  • Make accurate arithmetic, financial and statistical computations.
  • Explain codes and regulations to community groups, the general public and others.
  • Apply practical judgment and critical reasoning to enforcement and information-gathering situations.
  • Calmly and effectively address possible complex and/or emotionally tense situations.
  • Understand and follow written and oral instructions.
  • Use English effectively to communicate in person, over the phone and in writing.
  • Maintain accurate records, prepare clear and concise reports, correspondence, comprehensive reports and other written materials.
  • Safely operate City vehicles and practice courteous driving practices.
  • Operate modern office equipment including computer equipment and specialized software applications programs.
  • Identify and respond to issues and concerns of management, City government, a variety of professional groups, commissions, and committees, and the general public.
  • Respond to inquiries, complaints, and requests for service in a fair, tactful and timely manner.
  • Perform routine non-scheduled park maintenance activities.
  • Communicate clearly and concisely, both orally and in writing, and speak effectively in public.
  • Establish and maintain effective working relationships with City management and staff, the public and others encountered in the course of work.
Education and Experience:
Any combination of training and experience, which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

High school diploma or equivalent, and two years of related experience preferably in park security, park maintenance, recreation administration or other related activities with heavy public contact. Supplemental course work in Administration of Justice or security procedures and operations is desirable. Bilingual ability (English/Spanish) is desirable.

Licenses and Certifications:
  • Valid California class C driver's license with satisfactory driving record.
  • Must obtain a California PC832 certificate within six (6) months of employment.
  • Basic first-aid and CPR certificates, or the ability to obtain, within six (6) months of employment.

Physical Demands/Environmental Elements/Working Conditions

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to inspect City sites, including traversing uneven terrain, stairs, and to operate a motor vehicle and to visit various City sites and facilities; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. While performing duties in the class the incumbent is regularly required to analyze and solve problems; use basic mathematics; observe and interpret situations; perform work under changing deadlines and frequent interruptions; and interact with City management and staff, the public and others encountered in the course of work. The employee is occasionally required to deal with dissatisfied or quarrelsome individuals. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds.

ENVIRONMENTAL ELEMENTS
Employees work partially in an office environment with moderate noise levels and controlled temperature conditions, and partially in the field and are occasionally exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.

WORKING CONDITIONS
The employee must be able to work rotating shifts, nights, weekends, holidays and overtime.
