The Community Health Services Division of Public Health | Seattle & King County is seeking a ORCA Lift Program Manager to join our ORCA Lift Program - Access & Outreach team!
Access & Outreach is part of the Community Health Services Division (CHS). CHS includes all our Public Health Centers, Health Care for the Homeless, Access & Outreach, Child Care Services, WIC and other outreach programs.
The ORCA LIFT program began in 2015 as a way to make transit more affordable to those with low income. In October 2020 Metro, along with support from Sound Transit, launched the subsidized annual pass- a program. The PPM1 would be focused on increasing LIFT and subsidized annual pass enrollment in Snohomish and Pierce Counties by building partnerships with CBOs and non-profit providers, creating referral partnerships, and identifying additional pathways for enrollment for those living in North King & Snohomish County.

This position will also work in North King County & Snohomish County. Teleworking is included and working from established outreach locations in North King & Snohomish is also acceptable. Review the ridership data for North King & Snohomish County and create new strategies in collaboration with the PPMIII for ORCA Lift Ability to work evenings and weekends and provide coverage at ORCA LIFT office in Seattle at least 1 day per week.
Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.
Work Schedule:
Monday through Friday, 8:00 AM to 5:00 PM. These hours are subject to change with advance notice.
Job Duties
- Lead additional ORCA LIFT coordination and site development primarily focused on North King & Snohomish County.
- Train and support new ORCA LIFT network partners based in North King & Snohomish County.
- Increase ORCA LIFT outreach and enrollment in North King & Snohomish County.
- Work directly with Sound Transit and Metro to support ORCA LIFT and subsidized annual pass enrollment efforts.
- Review the gap areas in North King & Snohomish County and create new enrollment locations. Participate in quarterly ORCA LIFT partner meetings.
- Review the ridership data for North King & Snohomish County and create new strategies in collaboration with the PPMIII for ORCA Lift Ability to work evenings and weekends and provide coverage at ORCA LIFT office in Seattle at least 1 day per week.
Experience, Qualifications, Knowledge, Skills
- Experience with enrolling clients in ORCA LIFT and/or ORCA LIFT subsidized pass.
- Experience in doing outreach to communities who have been historically underserved
- Excellent written and oral communication skills.
- Experience with enrolling people in other benefit programs such as Basic Food, healthcare (Medicaid, Qualified Health Plans or Energy Assistance Programs.
- Certified Health Insurance Navigator
- Prior experience working with newly arriving immigrants into King County.
- Experience working with clients who live in unincorporated areas, rural areas, or areas with lack of transportation.
- Knowledge of transportation options in North King County & Snohomish County.
- Prior experience with finding transportation options for King County residents.
- Prior experience with reviewing data and creating new strategies based on data.
