About the Retirement Systems Division:
The North Carolina Retirement Systems provides retirement benefits and savings for more than 950,000 North Carolinians, including teachers, state employees, local governments, firefighters, police officers, and other public workers.
The primary purpose of Specialty Plans Supervisor position is to supervise the workflow of a group of employees in the Specialty Plans Section of the Retirement Systems Division. The position is responsible for directing and supervising all work activities to include member enrollment, contributions, service purchases, payment of refunds, benefit transfers, disability cases, affidavits, Domestic Relations Orders (DRO), retirement eligibility, commencement of pension benefits, payment of death proceeds, difficult and complex cases, correspondence, and quality control. Job Duties:
Supervises and directs all work activities of the Specialty Plans Team.
Provides guidance and interpretation of the laws governing the NC Retirement Systems.
Determines performance management goals and objectives along with standard operating procedures and policy development.
Reviews and maintains various metrics supporting quality, quantity, timeliness, and customer service in accordance with DST/RSD goals and objectives.
Provides training, advice, and assistance for Specialty Plans Team on all aspects of their work and regarding personnel policies such as work schedules, time and attendance, leave balances, etc.
Ensures and participates in new employee on-boarding; provides and ensures formal and informal training for new and existing staff; identifies new training needs
Leads talent acquisition tasks when vacancies occur; interviews candidates, submitting hiring packets, onboarding and recommends hiring of new staff to manager.
Reviews contribution, service, and eligibility reports with Team Lead/QC position to determine need for additional metrics.
Coordinates with other Division supervisors and managers in resolving cross-functional issues, improving procedures, and determining tactical methods to achieve divisional goals.
Occasional, 10% to none of travel may be involved
Knowledge, Skills and Abilities / Competencies Qualified candidates must document on the application that they possess all of the following:
Experience as a lead analyst, quality control analyst, or supervisor.
Demonstrated ability to organize, direct and prioritize workflow.
Demonstrated ability to communicate effectively in both written and oral form with members, staff, and management.
Considerable experience in human resource management including prioritization skills, time management, candidate interviews and selection recommendations.
Considerable knowledge of the North Carolina Retirement Plans, retirement laws and their applications and general knowledge of other benefit programs.
Experience handling individual cases that may require discretion, diplomacy and/or confidentiality.

Bachelor’s degree from an appropriately accredited institution and five (5) years of experience related to the area of assignment,
