The Cal STRS Audit Services Division is seeking a motivated individual to work as a Staff Program Auditor on the Internal Audits team. Cal STRS delegated authority to Audit Services to perform audits in order to evaluate a school employer’s compliance with the Teacher’s Retirement Law. The mission of Audit Services is to provide independent, objective assurance through audit and consulting services designed to add value and improve Cal STRS operations. Audit Services assists Cal STRS in accomplishing its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, internal control and governance processes. Audit Services is an integral part of the accomplishment of goals and objectives established for Cal STRS operations and programs. Audit Services consists of Employer and Internal Audits. The Internal Audit Unit provides risk-based and objective assurance, advice and insight to assist management in ethically, effectively and efficiently fulfilling their management responsibilities. The Internal Audit team executes an approved audit plan based upon an annual risk assessment, or as requested by the Cal STRS board and/or Cal STRS Executive Staff. The team performs audits of internal operations and will perform the following in accordance with its overall strategy: Provide objective assurance on the effectiveness of enterprise risk management activities to help ensure key business risks are being managed appropriately and that the system of internal control is operating effectively. Verify the existence of assets and recommend proper safeguards for their protection. Examines, evaluates and reports on the adequacy and reliability of existing internal controls. Assess compliance with state and federal laws, contractual obligations, policies and procedures and sound business practices. Review operations/programs to ascertain whether results are consistent with established objectives and whether the operations/programs are being carried out as planned. Under direction of the Internal Audits Senior Management Auditor, the Staff Program Auditor (SPA), independently performs and facilitates highly complex and sensitive audits, as well as special assignments directed by the Chief Auditor and/or Internal Audit Management. The SPA is considered a lead and provides guidance to other internal audit staff to ensure that audit or project objectives are achieved, quality is assured, and tasks are completed timely and efficiently. The SPA performs audit work in accordance with applicable State policies and procedures, Division and unit policies and procedures; and the Institute of Internal Auditors International Standards for the Professional Practice of Internal Auditing (ISPPIA), and its Practice Advisories and Code of Ethics. The ideal candidate will possess the following skills:
Ability to prioritize and complete assignments timely.
Strong knowledge and understanding of the Internal Standards for the Professional Practice of Internal Auditing.
Ability to prepare detailed working papers, spreadsheets, and analyses to support audit findings and observations.
Excellent verbal communication and presentation skills to relay information to various audiences within the agency.
Experience with conducting preliminary surveys or assessments that include identifying the scope of an audit and objectives to develop an audit.
Ability to lead and assist leadership in conducting the more highly complex contract management activities over independent audits.
Ability to collaborate, and provide guidance and training to staff and team members.
Ability to use various software programs, such as Microsoft Word, Excel, Power Point, and Team Mate+
Excellent interpersonal skills and audit knowledge to handle conflict.
