TYPE OF APPOINTMENT ISSUED:
This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.

A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.


Examples of Duties

Under the general supervision of the Planning and Evaluation Director of the Data Governance and Analysis Branch, the Institutional Analyst II:

1. Statewide Leadership in Data Analysis and Use: 1. Provide statewide leadership in analyzing and using data to enhance educational outcomes for students with disabilities. 2. Collaborate with Department staff and stakeholders to interpret data, establish student performance targets, and assess the effectiveness of programs and statewide improvement activities.

2. Evaluation and Improvement Planning: 1. Lead the development and implementation of the evaluation component of the State Systemic Improvement Plan (SSIP). 2. Analyze performance across complex areas against statewide targets to enhance educational performance and functional outcomes for students. 3. Evaluate the impact of statewide initiatives on complex area performance.

3. Statistical Analysis and Reporting: 1. Apply appropriate statistical and econometric techniques and tools to analyze data and reports about educational inputs and outcomes for students with disabilities. 2. Coordinate the State Performance Plan/Annual Performance Report, Indicator 17 (State Systemic Improvement Plan) evaluation and data analysis.

4. Communication and Data Visualization: 1. Communicate results of program and performance data analyses effectively, applying modern data visualization techniques using advanced software. 2. Present data-rich information effectively to diverse audiences of internal and external stakeholders, differentiating the presentation based on purpose and audience. 3. Train internal and external stakeholders in using and understanding data and analyses to develop knowledge and understanding and to inform decision-making.

5. Collaboration and Project Management: 1. Collaborate with ESB team and complex areas to advance strategic data use. 2. Lead teams and manage projects to improve educational programs and/or student outcomes. 3. Participate as a working member in a variety of project teams, ad hoc committees, and task forces. 4. Provide representation in meetings as requested by the Director, Assistant Superintendent, or Superintendent.

6. Performs other related duties as assigned.

Minimum Qualifications
Education: Graduation from an accredited college or university with a bachelor's degree in education, behavior analysis, public administration, or psychology.

Experience: Four (4) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration of which one (1) year shall have been in an education program, agency or system.

Desired Experience : Of the four (4) years above, experience in research and evaluation, including at least two (2) years of progressively responsible professional work experience in program analysis, data management, research and/or advanced analytics related to education and using administrative data sets. Combined Education and Experience: an equivalent combination of education and experience may be acceptable, as determined by the Department.

Knowledge: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.

Desired Knowledge : Statistics and econometrics; design and evaluation procedures for research and analysis; data visualization best practices using advanced software for public sector or education data; organizational development and improvement; application of statistics and econometrics; state and federal reporting requirements and systems; high level process analysis and planning design; research on organizational systems change, educational reform strategies, education, organizational development and improvement; measurement and evaluation; familiarity with complex datasets, administrative data sets and/or large scale data collection; best practices in professional development or training, including knowledge of adult learning theory; understanding of the Department's organization and initiatives.

Ability to: Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas.

Desired Ability to : Develop and implement training plans; adapt training principles to the learning situation; conduct in-service training applicable to special education and related services topics; cope effectively with crisis situations and proactively problem-solve challenges; coordinate and collaborate with school, complex area level staff; organize and prioritize work assignments.


Supplemental Information

SALARY RANGE: EOSR-7, $110,136 to $155,904.

Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.

All others will be placed on the first step of $110,136.

WORK YEAR AND BENEFITS:
This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
