TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Examples of Duties
Under the general supervision of the Evaluation Specialist III of the Accountability Section, the Institutional Analyst II:
- Formulates state educational plans that set directions, present strategies, and provide timelines for accomplishment, and array costs. Develops policy recommendations for action, as well as presents information for consideration, by the Board of Education.
- Performs analysis relating to the development and implementation of the Department's accountability system and federal accountability requirements, which may involve adapting research methodologies from other disciplines, to derive practicable solutions to deal with and/or solve emerging educational issues and problems. Assists in reporting on annual accountability outcomes.
- Develops specifications of project assignments that include scope, methodology, data collection, schedules, and resource requirements.
- Participates in the work of project teams, which often are comprised of personnel from within the Accountability Section office, as well as other organizational units within the Department. Represents the Accountability Section in meetings within the Department, as well as other governmental agencies and community organizations, as requested by the Section Administrator, Director, and/or the Superintendent. Forms, coordinates, and supports the work of community or stakeholder task forces created to provide varied input to projects and resolves sometimes conflicting input from task force members.
- Develops planning strategies that integrate varied and sometimes competing needs of the Department. Provides consultative planning assistance to other state offices.
- Monitors changes in federal legislation and monitors state legislative bills, as assigned, and prepares and presents, on occasion, testimony to the Hawai'i State Legislature. Develops and recommends alternative approaches accompanied by cost-benefit or cost-effectiveness studies.
- Performs other related duties as assigned.
Minimum Qualifications
Education: Graduation from an accredited college or university with a bachelor’s degree in political science or business administration with coursework in public administration, management accounting, and research statistics.
Desired Education:
Graduation from an accredited college or university with a bachelor's degree in educational administration, economics, or related fields.
Preferred Education: Master's degree from an accredited college or university in a subject above or public policy, sociology, or related field, which included coursework in educational research, evaluation, and/or educational assessment is preferred but not required.
Knowledge: Public administration and organization theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
Desired Knowledge:
Basic principles and current practices of research techniques and analytical methods; principles and practices of public relations and state budgeting; educational programs and practices sufficient to properly analyze and evaluate such programs and perform attendant studies.
Ability to: Conduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other business machines.
Desired Ability to:
Gather and analyze data and assist in developing and communicating sound recommendations based on findings and conclusions; deal tactfully and effectively with others; write plans and technical reports that are clear and concise; write analytical studies, evaluative reports, and correspondence, and present them to public officials and others; provide technical assistance in the field of specialty; support others in conducting planning, evaluation, budgeting, or management studies.
Supplemental Information
SALARY RANGE: EOSR-7, $110,136 to $155,904.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $110,136.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
