Company Description Mallard Duck Bay Enterprises, LLC (MDB) is Small Business Administration (SBA) 8(a) Certified, Small HUBZ, Disadvantaged Alaska Native Corporation (ANC) owned company specializing in Federal Government Contracting. MDB’s specialties are Construction Contracting, Construction Management and Facilities Support Services, which includes services that support in-facility operations. MDB was established in 2009 as a subsidiary of Chignik Lagoon Native Corporation, a village corporation founded in 1973 and formed under the Alaska Native Claims Settlement Act (ANCSA). Chignik Lagoon is a small salmon fishing community on the Alaska Peninsula. The General Manager will be instrumental in building MDB’s backlog, establishing practices and procedures, developing MDB’s brand and client relationships and will be essential in ensuring MDB has one of the best company cultures in the country. This position will also have a role in the development of other 8(a) companies for the parent. Job Overview The MDB General Manager (GM) position is responsible for conducting the day-to-day operations for the company and guiding MDB through successful operations and growth as an SBA 8(a) federal government contractor, subject to the supervision and control of their parent, Chignik Lagoon Native Corporation (CLNC) and the respective Board of Directors (BOD). MDB is a growing company exploring development of multiple lines of business and contracting opportunities. The GM will manage all current and future operations and staff, guided by CLNC’s mission statement and values, so experience in business administration, project management, construction and government contracting are a must. This position will execute business development strategies, develop and submit contract bids, identify and solicit contracting partners and help build a resume of work for MDB. This position is also responsible for the management oversight and operations of construction and facility maintenance projects in multiple locations, in accordance with company policies, procedures, and governmental regulation. This position requires an individual who is highly goal-oriented and self-managed. The GM must be able to establish and maintain professional relationships with all clients, partners and subcontractors. The GM champions the corporate culture and operates with high ethical values, with transparency and with respect. The GM ensures MDB maintains high social responsibility where MDB does business and is an advocate for the economic viability of its shareholders. The GM further establishes and maintains relationships with other Native Corporations, Tribes, regional and state-wide community and social organizations, local, state and federal agencies and public bodies, and other partners. Major Responsibilities
Represent CLNC and Mallard Duck Bay (MDB) in all interactions by living and breathing the company values and working with integrity.
Manage day-to-day operations of MDB, including hiring, managing and developing staff.
Responsible for the overall management and operations of construction and facility maintenance projects, including duties as detailed in the Senior Project Manager Job Description.
Develop strategic and operational plans and budgets, including an annual budget, with methods to track, measure and report performance results against established goals, including quarterly progress reports to the CLNC BOD.
Establish and implement business operations policies and procedures necessary for MDB to become and stay operational, including but not limited to accounting processes, establishment of bank accounts and management and use of lines of credit, personnel guidelines and benefits, 8(a) filings and compliance, budgeting and any others needed in support of meeting company objectives.
Engage in business development and build a resume for MDB that will support its efforts to successfully bid and contract for 8(a) and other small-business contracts in the future; this includes identifying and successfully obtaining and executing projects and business opportunities with the potential to lead to long-term relationships, developing partnerships, establishing and improving client relationships, and soliciting and executing projects that generate revenue within the company’s budgetary goals.
Negotiate contracts and other agreements on behalf of the company as directed by CLNC or its BOD.
Develop and maintain a positive company brand by enforcing ethical business practices and fostering positive professional relationships through collaboration with MDB employees, customers and related organizations.
Promote MDB’s mission and foster a company culture that emphasizes trust, respect, transparency, communication, integrity and safety; this culture should be evident in all areas of the GM’s leadership, including relationships with personnel, clients and partners.
Attend telephonically CLNC’s quarterly board meetings and attend shareholder and committee meetings as needed.
Meet company objectives for diversification, growth, profitability, shareholder hire, development and advancement, lands and culture.
Ensure the company is compliant with all federal, state and local requirements, as well as maintain best practices around policy and contract compliance, insurance and bonding levels, and all other business functions.
Perform such other duties as authorized or directed by CLNC and/or the BOD.
Minimum Education/Experience
Bachelor’s Degree in Business Administration, Management, Finance or related field from an accredited university or equivalent experience; or a 4-year degree in Engineering, Architecture, or Construction Management or equivalent experience.
Experience overseeing strategy, operations, business development, and finance in a small to medium-sized company or start-up, or other related similar experience; and progressive construction project management experience with successful profit and loss responsibility for local or regional construction office or equivalent experience.
Minimum 5 years’ experience successfully managing federal contracts with different agencies, including but not limited to the U.S. Navy (NAVFAC), Army Corps of Engineers (USACE), and U.S. Department of Transportation (USDOT).
Minimum 5 years’ experience managing staff and subcontractors.
Progressive experience as an independent business leader.

Direct experience with and established relationships with Federal clients.
Excellent computer and other business technology skills, including proficiency in Microsoft (MS) Excel, MS Word, MS Outlook, AMS Project, QCSM, Primavera P6 or equivalent, Adobe Acrobat, and accounting software.
Ability to adapt positively to evolving and changing work environment, situations and direction.
Knowledge of compliance requirements including company, state and federal requirements and those affecting Alaska Native Corporations.
Ability to work independently and unsupervised.
Ability to occasionally travel elsewhere in Alaska and the Lower 48.
Preferred Knowledge or Skills
Experience with corporate board, business operations and investments.
Experience with diverse business processes, financial statements and strategy development, including budgets and long-range plans.
Expertise in government services work in facility maintenance, janitorial, administrative, IT or landscaping or any other federal contracting services work.
Contacts with clients or partners that could lead to sole source contracts soon after hire.
Preferred expertise in construction project management.
Knowledge of the SBA 8(a) program.
Strong financial and business foundation knowledge.
Sedentary to light physical workload that requires but is not limited to the ability to walk, lift, grasp, talk, hear and perform repetitive motions.

Benefits This is a full-time salaried exempt position.
