CORRECTIONS MANAGER III - KULANI CORRECTIONAL FACILITY - HAWAII ISLAND

THIS VACANCY IS A PERMANENT, FULL-TIME POSITION WITH THE DEPARTMENT OF PUBLIC SAFETY.

Duties Summary
The Corrections Manager III functions as a warden and is responsible for managing the operations and maintenance of a correctional facility. Such work involves responsibility for the provision of appropriate and proper care, custody and services to wards/inmates; development and implementation of appropriate security and control plans and procedures; supervision/site administration of educational, vocational training, counseling and therapeutic, recreational and other rehabilitative and redirectional activities and programs; ensuring the provision of safe and sanitary living conditions, and appropriate medical and food services; and directing the maintenance and repair of the physical plant and facilities.

This position is located in the Institutions Division, Kulani Correctional Facility (KCF), Department of Corrections and Rehabilitation. This position serves as the Warden for a small facility and whose job duties include planning, organizing, directing, coordinating and evaluating correctional activities relative to the provision of custodial care and correctional treatment services for redirection and incarceration of inmates. In additional to operational responsibilities, this position is responsible for formulating, evaluating and revising plans, policies and procedures to ensure facility operations are effective and in compliance with all federal and State laws, rules, regulations, requirements and standards; and determining budget, staffing and other resource requirements.

LEGAL AUTHORIZATION TO WORK

Prerequisite Knowledge and Abilities
:
A. Knowledge of:
1. Principles and practices of corrections management, standards, trends and developments.
2. Issues and requirements relating to the custody, security and rehabilitation/redirection of inmates/wards in correctional institutions.
3. Factors relating to human behavior.
4. The criminal justice system, corrections laws and legal precedents; and
5. Principles and practices of supervision and management.

B. Ability to:
1. Manage the operation and maintenance of a correctional facility;
2. Formulate policies and procedures;
3. Analyze and define problems and identify alternative solutions;
4. Plan, organize, direct and evaluate the work of others;
5. Prepare clear and concise reports;
6. Deal effectively with the public, inmates/wards and others;
7. Determine resource and other operating requirements and prepare budget requests;
8. Speak effectively with individuals and groups;
9. Act quickly and effectively in emergencies; and
10. Establish and maintain cooperative working agreements and arrangements with other governmental and private agencies.

Basic Education: Bachelor's degree from a regionally accredited college or university with a major in sociology, psychology, criminology, penology, criminal justice administration, or other related behavioral science or criminal justice field.

General Experience: Two (2) years of responsible professional experience in a criminal justice or related social service program having as a MAJOR function the provision of rehabilitative/redirectional services to law offenders. Such experience MUST have demonstrated the applicant's knowledge of the philosophy, principles, concepts and practices relating to criminal justice or allied offender rehabilitation/redirectional programs.

Examples of Qualifying Experience:
A. Social Service Experience: Professional counseling or other professional experience which involved providing rehabilitative/redirectional services (e.g., education, employment training, substance abuse treatment) to law offenders within criminal justice or closely allied agencies or organizations (e.g., police, courts, corrections, parole, residential treatment programs, community restitution, etc.). This work must have involved responsibility for assessing individual needs, establishing specific goals and individually oriented rehabilitation/redirectional plans, carrying out individual rehabilitation plans, evaluating progress of the individual and revising rehabilitation/redirectional plans as necessary, and collaborating with others who are involved in the rehabilitation/redirection of these individuals.
B. Staff Specialist Experience: Professional work in a criminal justice or related social service program having as a major function the provision of rehabilitative/redirectional services (e.g., education, employment training, substance abuse treatment) to law offenders, and involved the development, modification and evaluation of rehabilitation/redirectional programs, and the development and revision of program policies and procedures.

Specialized Experience: Three (3) years of professional work experience which demonstrated responsibility for the direction, control and coordination of a MAJOR component of a correctional facility or program operation and required planning and integration with other components, and overall management. Such work experience MUST have demonstrated knowledge of the philosophy, principles, concepts and practices relating to criminal justice and corrections administration, and an awareness of administrative processes associated with operations management in planning, organization, staffing, coordination, evaluation, reporting and budgeting.

Managerial Aptitude: Managerial aptitude rather than actual managerial experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary managerial abilities and/or potential.

Other Requirements: Prison Rape Elimination Act (PREA) Requirement: As required by the Prison Rape Elimination Act of 2003 (PREA), Federal law states that "...an agency shall not hire or promote anyone who may have contact with inmates and who:

(1) Has engaged in sexual abuse in a prison, jail, lockup, community confinement facility, juvenile facility or other institution.
(2) Has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse.
(3) Has been civilly or administratively adjudicated to have engaged in the activity described in #2 above.
(4) Has been the subject of substantiated allegations of sexual abuse or sexual harassment or resigned during a pending investigation of alleged sexual abuse or sexual harassment."
