DICKINSON STATE UNIVERSITY (DSU) is a regional comprehensive institution within the North Dakota University System, whose primary role is to contribute to intellectual, social, economic, and cultural development, especially to Southwestern North Dakota. DSU is seeking a Controller. This role has the overall responsibility for the accuracy, integrity, oversight, compliance and maintenance of the University financial records; ensuring the timeliness of financial transactions; providing adequate internal controls and preparing financial reports in compliance with Generally Accepted Accounting Principles (GAAP) and in compliance with federal, state and University regulations related to the finances of not-for-profit higher educational institutions. The Controller is responsible for providing vision, leadership, planning, project coordination, and management of Business Affairs. Additionally, this position is responsible for analyzing and directing all functional related activities within the financial component of the People Soft/Oracle system. This position is accountable for ensuring continuity and successful delivery of functional services to administrators, supervisors, academic leadership and employees.
MINIMUM QUALIFICATIONS:
Education: Bachelor’s degree or higher in accounting, finance, business administration, or related;
Experience in higher education and/or financial responsibility for a large organization with many constituents
REQUIRED COMPETENCIES:
Strong competencies in Microsoft Office Suite (especially Excel, Power Point and Word)
Excellent written and verbal communication skills
Attention to detail
Analytical ability
PREFERRED QUALIFICATIONS:
Master’s degree
Certified Public Accountant (CPA) credentials or professional certification in a finance related field
Supervisory experience
Technical adaptability to use constantly changing technology
DELIVERABLES & OUTCOMES:
Coordinate all financial functions and processes related to the operation of the University
Work with the Chief Operating Officer (COO) in completing and distributing financial statements; consolidate and validate information from a variety of sources to complete the financial work
Lead the campus year-end financial close
Lead the campus annual budget process
Serves as the primary liaison for any external audit requirements
Responsible for all banking relationships and related procedures
Perform other duties as assigned.
Ensure adequate internal controls
Lead the development and maintenance of all internal control procedures and practices
Work within an atmosphere of continuous process improvement by engaging with leadership, co-workers, students and staff to ensure the most efficient and seamless procedures as possible
Identify areas of risk and assist with solutions to ensure compliance and mitigate risk as much as possible
Provide assistance as needed for all new employees, ensuring that their first experience as DSU employees is positive and assists with acclimation to the work environment as smoothly as possible
Ensure accurate and timely financial budget reports on a monthly, quarterly, and annual basis
Ensure an accurate and timely monthly, quarterly, and year-end close in compliance with GAAP and all federal, state and University guidelines.
Consult with legal counsel as appropriate and/or directed by the COO on financial and business process matters
Participate in committees, coordinate special projects, and assume additional responsibilities as assigned
Propose, publish, and administer financial and budgetary policies and procedures
Ensure compliance with all applicable federal, state, local and university policies and procedures
Assure compliance with NDUS and other federal, state, local, and University policies and procedures
Keep current with changes in state and federal laws, and procedural changes dictated by state auditors; change procedures when necessary to ensure compliance with these changes
Interpret, assist and advise employees, supervisors and management regarding all financial and budgetary policies and make recommendations regarding process enhancements, internal control and compliance
Read, understand and keep current with changes in state and federal employment laws, State Board of Higher Education (SBHE) policies and procedures, NDUS and other related policies; when changes occur, inform supervisors, and/or employees as needed and revise local policies and forms to comply with changes in laws or procedures
Provide training for employees and supervisors as necessary
COMPENSATION PACKAGE:
$68,500-85,000/annually, commensurate with qualifications and experience
