General Purpose Performs a variety of administrative and technical duties as needed to plan, organize, direct and coordinate construction review and inspection and the daily operation of the building department. Provides leadership, direction, management, supervision and coordination of building division activities. Performs plan reviews and inspections on residential, commercial and industrial buildings. Supervision Received Works under the general supervision of the Community and Economic Development Director. Supervision Exercised Provides general supervision to all building department staff and contractors. Essential Functions Performs as the City's designated Building Official and Code Official as described in adopted building codes, regulations and ordinances. Plans, organizes and directs the overall activity of the building division; manages the day-to-day administrative requirements of the division; coordinates scheduling of inspections in all phases of construction, alterations, repairs, and demolition to assure adherence to adopted building codes and specifications. May also be delegated certain zoning and land use approvals and enforcement actions by the City’s Zoning Administrator. Participates in the departmental decision-making processes; develops, implements, evaluates and revises division policies, practices, priorities, methods and procedures to improve uniformity, fairness, accuracy and efficiency of building code interpretations and enforcement. Recommends staffing decisions within the building inspection function including training, performance evaluations, and scheduling of workload and makes recommendations to the Director regarding hiring and retention of assigned personnel. Assists the Director in the preparation of the division budget and monitors the division purchase orders and expenditures. Delegates staff assignments and monitors work quality, assures standards of performance; establishes performance plans, evaluates performance; makes recommendations affecting employee retention and advancement; maintains time sheets, prepares department activity reports. Manages third party inspection and plan review contracts as it relates to building code administration. Determines building permit fees following established procedures for building type and size; issues permits for building, plumbing, electrical, mechanical, demolition, retaining walls and other construction types as required by law. Performs complex and detailed plan checks of major and minor projects in digital format; must be proficient in Bluebeam Revu or similar related digital plan review software; researches and reviews proposed building plans to assure compliance with city ordinances, adopted building and safety codes; refers plans to other department, agencies or consultants as necessary. Performs or supervises comprehensive inspections of industrial or commercial building and construction activities within the City; may routinely inspect building excavation, foundation, framing of walls, floors, structural elements, rated assemblies, fire dampers, smoke evacuation systems, air and vapor barriers, handicapped facilities, truss structures, etc.; may also inspect other required site improvements Mediates building code interpretation and enforcement disputes with architects, developers and builders; negotiates alternatives within provisions of the applicable codes; coordinates board of appeals proceedings as needed; attends various board and public meetings as needed to communicate division activity and to advise on issues affecting building activities within the city. Conducts pre-project processes and may coordinate the preparation of various drafts of project documents and specifications; advises architects, engineers, contractors and owners on building code and design requirements. Respond to structural incidents to assess fire or other damage to structural components of buildings for safety and habitability when requested. Oversees the training and mentoring of the building division staff. Maintains compliance with State Law requirements for turnaround times, issuance of permits and certificates of occupancy. Reports annually on State Law updates and suggests changes to City Code and processes as relevant or required. Operates personal computer and various permit processing software applications, including Bluebeam Revu software, as needed to develop documents, charts, graphics, reports, plan specifications and related materials. Evaluates and recommends appropriate software applications to department Director. Performs related duties as required. Minimum Qualifications Education and Experience: A. Graduation from high school, plus, two (2) years of specialized training in building methods and practices related to commercial, industrial and residential structures provided through technical college, professional workshops or university studies. Bachelor’s degree in engineering, construction management, public administration, or related field a plus; AND B. Six (6) years of responsible experience performing above or related duties; three (3) years of which must have been in a lead or supervisory capacity; OR C. An equivalent combination of education and experience.
Knowledge, Skills and Abilities:
Thorough knowledge of construction methods and materials common to commercial, industrial and residential construction projects; legal system and procedures for enforcement of building code violations; basic engineering standards and codes; procedures and processes used in the establishment of codes and ordinances; political, legal and governmental processes affecting various building programs and project management; safety, fire, uniform abatement of dangerous buildings, mechanical, plumbing, electrical, and energy conservation codes; modern construction methods, practices, materials, tools and equipment; basic automated drafting review techniques, construction plans and diagrams and related specifications; interpersonal communication skills. Working knowledge of principles of supervision and workflow management. Considerable Skill in the art of diplomacy and cooperative problem solving. Skill at the journey level in one or more of the construction disciplines (i.e., building, electrical, plumbing, mechanical, etc.). Ability to interpret codes accurately and effectively; enforce regulations with fairness, tact, and impartiality; analyze permanent structures to determine conformity of established codes; communicate effectively verbally and in writing; read and interpret plans and specifications; visualize completed projects in planning stages and estimate the end results; estimate quantity of materials accurately; perform advanced mathematical calculations; develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, subordinates, and the public. Ability to work with the public and city staff in a busy and often stressful environment with a professional and positive approach; skill in the art of diplomacy and cooperative problem solving. Special Qualifications:
Must possess a valid Utah Drivers license. Required to be an International Code Council (ICC) certified plans examiner, and a State of Utah Licensed combination commercial and residential inspector.
