The Illinois Department of Agriculture’s Division of Cannabis Regulation is growing and is seeking qualified candidates to ensure the success of this developing area. The Department is tasked with licensing and regulating cultivation centers, cannabis craft growers, cannabis infusers, cannabis transporters, and Community College Vocational Cannabis Pilot Programs (410 ILCS 705/25-1). The position will conduct analyses of product registrations submitted to the Department and generate reports for Division leadership. Will be lead on organizing and maintaining a database of all product registrations and notifying Division leadership of potentially problematic or dangerous submissions or ingredients or additives. Analyzes products to verify manufacturer's label guarantees. Prepares and submits completed analytical reports for review by laboratory manager. Essential Functions
  • Under direction of the Bureau of Licensing and Administration Services Manager, as the Cannabis Product Registration Program Administrator performs specialized work of a technical nature relating to the Compassionate Use of Medical Cannabis Program Act and the Cannabis Regulation and Tax Act, and future acts regarding product registration, labeling, packaging, and seed-to-sale labeling standards.
  • Implements policy applicable to the cannabis product registration program subject to current and future Cannabis Regulation and Tax Act statutory and regulatory mandates and requirements.
  • Reviews and tracks cannabis licensee compliance with statutory and regulatory packaging and labeling mandates as required by the Cannabis Regulation and Tax Act.
  • Develops policy and communication recommendations to the Bureau of Licensing and Administration Services Manager providing guidance to cannabis licensees related to proper compliance with cannabis packaging and labeling statutory and regulatory mandates.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Specialized Skills
  • Requires six (6) months direct experience in the cannabis industry, cannabis regulation, cannabis licensing or cannabis inspections.
Minimum Qualifications
  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
  • Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
Preferred Qualifications
  • Prefers knowledge in programs designed to track and review licensee data.
  • Prefers experience in reviewing and analyzing licensee applications and submissions for compliance with statutory and regulatory mandates and exercising judgment in making regulatory decisions.
  • Prefers experience in managing projects and assigning and monitoring work allocated to staff in order to complete projects and meet deadlines.
  • Prefers knowledge in analyzing administrative problems, providing solutions, and adopting an effective course of action by communicating with agency management, licensees, stakeholders and other state agencies.
  • Prefers experience in working with information such as would typically be acquired through a professional education.
  • Prefers experience in developing, implementing, and evaluating new and revised methods, procedures and performance standards in relation to data, and database maintenance as well as maintaining data integrity in alignment with statutory and regulatory mandates.
  • Prefers experience writing in a clear and concise manner.
  • Prefers working experience organizing and presenting statistical data.
