Terms and Conditions of Employment: Ten month school year Function: The Attendance/Truant Officer investigates continued absences of school aged children residing or enrolled in the Lincoln Public Schools to determine if such absences are lawful and known to parents. He/she enforces all laws relating to compulsory school attendance, and refers habitual truants and/or their parents to Family Court. He/she acts as liaison with local law enforcement agencies. Investigates and verifies residency.Objective/Goal: 1.
To ensure that no student enrolled in the district gains less than full advantage from his educational opportunities as a result of attendance problems. 2. To minimize the interruptions and disturbances in the education of each student caused by poor and/or irregular attendance. 3.
To endeavor to procure the full-time attendance at school of all children of the district who are required by law to attend school. 4. To ensure that students attending Lincoln Schools meet the residency requirements according to state law and school committee policy. Performance Responsibilities: 1.Referrals to Family Court habitual truants, their parents, or both2.Serves Family Court petitions3.Maintains careful records of all his/her activities including follow-up reports of all cases investigated4.Enforces compulsory attendance laws and District policies for all school aged children residing or enrolled in the Lincoln District5.Maintain a professional awareness of state laws, regulations, School Committee policies and school administrative regulations regarding child welfare and school attendance.6.
Confers regularly with the Superintendent/Director of Student Services and each principal/designee, as needed, to ascertain any cases of suspected truancy, chronic tardiness, and suspected non residence which should be investigated, and to report to administration any findings thereof. 7. Confers with appropriate staff as needed and principals/designees regarding students who are excessively absent or tardy and who have not responded to the corrective efforts made by the building principal/designee. 8.
Notifies parents of habitual truants/tardy of the: a. possibility of juvenile court action b. possibility of parental fines c. possibility of expulsion if child is over 16 years of age d.
discipline actions that require parent notification 9. Initiates action promptly and keeps accurate records of findings in such a manner which would be acceptable as evidence in a court of law.10. Visits the homes or suspected places of employment of truant children as necessary. 11.
Reviews evidence of proper work permits as cited in Chapter 16-19-5 of the Federal Laws Reports violations of the child labor laws to the Superintendents Office for referral to the Department of Labor for possible prosecution.12. Proceeds against habitual truants and offenders pursuant to Rhode Island General Laws.13. Initiates petitions to juvenile intake and prepares cases for formal hearings in a timely fashion. Reviews all files and records before undertaking any investigation or other action.14.
Represents the School District in court on truancy cases, using the services of the school attorney when appropriate.15. Prepares a monthly/annual report on attendance and related matters in the district for the Superintendent noting detailed monthly activities.16. Ensures compliance with school attendance boundaries established by the School Committee.17. Assist in coordinating activities of various social agencies deemed appropriate in dealing with truancy cases.18.
