As an Assistant Network Co-ordinator you’ll thrive on ensuring effective operation of the city’s highway network, preventing unnecessary disruption for people, goods and services. We work closely with internal and external parties to ensure compliance with codes of practice. As well as working with the general public to answer queries and resolve issues that may arise.

About you
As an Assistant Network Co-ordinator you will bring to the role:
  • Knowledge of New Roads and Street Works Act 1991, Traffic Management Act 2004 and accompanying codes of practice
  • Ability to deal courteously and effectively with people at all levels verbally or in writing, remaining calm in difficult situations
  • Able to work on own initiative, with minimum supervision and often to tight deadlines
  • To interpret information and to prepare and present reports
  • Working with Geographical Information Systems

About the role
As our next Assistant Network Co-ordinator you’ll work with a wide range of people and organisations such as individual residents, developers, utility providers and internal works promoters as part of our duties. This planned work ranges from the licencing of skips through to the co-ordination of major highway works and international events.

To help manage Leeds City Council’s Network Management Duty, the Council’s roadworks permit scheme has recently been amended to apply to all streets maintained by Leeds City Council, allowing greater control over the whole network and movement of traffic throughout the city.

The role is integral to our Network Management team plays a leading role in the Council’s incident management processes when they impact on the network.

Job purpose
The City of Leeds is rapidly changing, and the Network Management team plays a central role in this process ensuring the effective operation of the city’s highway network, preventing unnecessary disruption for people, goods and services.

The team works with a wide range of people and organisations such as individual residents, developers, utility providers and internal works promoters as part of our duties. This planned work ranges from the licencing of skips through to the co-ordination of major highway works and international events. In addition, the team plays a leading role in the Council’s incident management processes when they impact on the network.

Responsibilities
  • Input and maintain data on the Street Works Register and its associated applications including word documents, databases, spreadsheets and GIS maps.
  • Carry out data quality and validation checks on the database and resolve issues identified.
  • Liaise and co-ordinate with Statutory Undertakers and Private Developers to minimise disruption within the City for works without invasive traffic management, including the monitoring and challenging of work durations.
  • Respond to enquiries from the general public and colleagues on issues relating to the control and co-ordination of work on the highway.
  • Assist in dealing with customer care and customer information activities.
  • Prepare routine reports.
  • Assist the Network Support Officer in other duties as and when necessary to support the work of the Section.
  • Support the development of staff within the team following the current staff development procedures.
  • Promote and deliver positive solutions to achieving diversity and equality in all aspects of service delivery, community engagement areas, focusing on equality of outcome.
  • To work as part of the team for Leeds, in ways which are open, inclusive, responsive and accountable, to develop and maintain good working relationships with internal and external customers, other stakeholders and partners to achieve excellent outcomes for the citizens of Leeds.
  • Comply with Standing Orders, Financial Procedures and Quality Assurance procedures.

Qualifications Educated to G.C.S.E standard (min ‘C’ in grade) in English Language and Mathematics is essential

Essential requirements It is essential that the candidate should be able to demonstrate the following criteria. Candidates will only be shortlisted if they can demonstrate that they meet all the essential requirements.
  • Educated to GSCE standard (minimum C grade) in English Language and Maths.
  • Knowledge of New Roads and Street Works Act 1991, Traffic Management Act 2004 and accompanying codes of practice
  • Using a keyboard and a variety of computer packages especially Word and Excel.
  • Ability to deal courteously and effectively with people at all levels, remaining calm in difficult situations.
  • Able to work on own initiative, with minimum supervision and often to tight deadlines.
  • To interpret information and to prepare and present reports.
  • Effective verbal and written communication.
