Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In Türkiye, in line with its global Strategic Plan 2022-2025 and Country Strategic Note (2022-2025), and the overall UN Sustainable Development Cooperation Framework for Turkey (UNSDCF) (2021-2025), UN Women works towards the overarching goal of “Women and girls including those at greatest risk of being left behind fully exercise their human rights, enjoy a life free from violence and discrimination, and lead, influence and benefit from sustainable and inclusive socio-economic development towards the advancement of gender equality in Turkey”. In that framework, UN Women in Türkiye has three outcomes in its Strategic Note for 2022-2025: 1) Women and girls have improved and equal access to resources, opportunities, and rights, and enjoy a life without violence and discrimination; 2) By 2025, Persons under the Law on Foreigners and International Protection are supported towards self-reliance. 3) By 2025, governance systems are more transparent, accountable, inclusive and rights-based with the participation of civil society, and quality of judicial services is improved. To achieve these outcomes, UN Women works in four thematic areas: (i) governance and participation in public life; (ii) women’s economic empowerment; (iii) ending violence against women and girls; and (iv) women, peace and security, humanitarian action and disaster risk reduction. UN Women contributes to three UNSDCF outcomes: 1) Women and girls have improved and equal access to resources, opportunities, and rights, and enjoy a life without violence and discrimination; 2) By 2025, Persons under the Law on Foreigners and International Protection are supported towards self-reliance. 3) By 2025, governance systems are more transparent, accountable, inclusive and rights-based with the participation of civil society, and quality of judicial services is improved.
In the area of ending violence against women and girls (VAWG) and other harmful practices, UN Women supports enhancing services on VAWG prevention and protection through strengthened capacities of institutions, improved data management, better coordination, and empowerment of women and girls who are at risk of and/or are survivors of violence. Furthermore, to address the underlying root causes of VAWG and harmful practices, UN Women Türkiye works towards favorable social norms, attitudes, and behaviors at the individual, community, and institutional levels that advance gender equality and women’s empowerment. Currently, UN Women in Türkiye has a diverse and growing portfolio on Ending Violence Against Women (EVAW) which is led by a Programme Specialist, under the overall guidance of the UN Women Country Director and the direct supervision of the Deputy Country Director. Under the expanding EVAW portfolio, UN Women works in the areas of eliminating child, early and forced marriages, women’s access to justice, monitoring and coordination mechanisms for EVAW in partnership with Ministry of Family and Social Services, Ministry of Justice, and Ministry of Interiors as well as municipalities, labor organizations, civil society organizations, women's organizations, academia and UN agencies, while also leading programmatic interventions to women and girls affected by the earthquake.
Reporting to the Programme Specialist, the Programme Analyst (NOB) will be responsible for the day-to-day management of the “Restoring and Strengthening the Preventive and Protective Services in response to Violence Against Women affected by the earthquakes in Türkiye” project which aims to rebuild and repair women’s shelters and Violence Prevention and Monitoring Centers (VPMCs) and enhance the technical capacities of service providers in affected regions. The Programme Analyst will provide essential legal guidance and support, focusing on the efficient implementation of EVAW laws and regulations, aligned with international frameworks like CEDAW. This role involves enhancing the technical capacities of public personnel, raising public awareness on legal protections, and fostering inter-agency collaboration among public institutions, the private sector, and civil society organizations.. By working closely with line ministries and other stakeholders, the Programme Analyst will strengthen partnerships, enhance accountability, and drive transformative gender equality and empowerment outcomes in line with UN Women's strategic priorities in Türkiye.

Duties and Responsibilities
1. Contribute technically to the development of programme strategies under portfolio specifically in the area of normative framework on ending violence against women, protective and preventive services and of women’s access to justice.
  • Provide substantive inputs to the design and formulation of project proposals and initiatives;
  • Identify areas for support and intervention related to the EVAW programme.
2. Provide substantive technical support to the implementation and management of projects under EVAW portfolio.
  • Provide technical inputs to the annual workplan and budget;
  • Lead the implementation of project activities on;
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation.
3. Provide technical assistance and capacity development to project/programme partners
  • Coordinate and provide technical support in the implementation of programme activities;
  • Develop technical knowledge products;
  • Maintain relationships with national partners to support implementation and expansion of the programmes;
  • Identify opportunities for capacity building of partners and facilitate technical/programming support and trainings to partners, as needed.
4. Provide technical inputs to the monitoring and reporting of the programme/ project
  • Monitor progress of implementation of activities and finances using results based management tools;
  • Draft reports on monitoring missions, programme results s, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports.
5. Provide substantive technical inputs to the management of people and finances of project
  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports;
  • Supervise consultants and relevant project/programme associates and assistants.
6. Provide substantive inputs to building partnerships and resource mobilization strategies
  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.
7. Provide technical support to inter-agency coordination to achieve coherence and alignment of UN Women programmes with other partners in the country.
  • Provide substantive technical support to the Country Director and Deputy Country Director on inter-agency coordination related activities by drafting background reports and briefs.
8. Provide substantive inputs to advocacy, knowledge building and communication efforts.
  • Develop background documents, briefs and presentations related to normative framework on ending violence against women, protective and preventive services and of women’s access to justice.
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on women’s access to justice.
9. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.


Supervisory/Managerial Responsibilities:
Programme Analyst will not supervise any staff. The staff member will report to and work under direct supervision of the Programme Specialist.

Required Skills and Experience
Education and Certification:

  • Master’s degree or equivalent in human rights law, gender/women's studies, international development, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • Educational degree in law is an asset;
  • A project/programme management certification would be an added advantage.

Experience


  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in the women’s access to justice is desirable;
  • Experience in humanitarian/earthquake response is desirable;
  • Experience coordinating and liaising with government agencies and/or donors is desirable.

Languages


  • Fluency in English and Turkish is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
