PRIVATE SECTOR ENGAGEMENT NOTIFICATION OFFICER (ILOCOS NORTE)

A. Engagement of Private Providers on Mandatory TB Notification
1. Maintains a data base updated at the end of each quarter for submission to the City TB Coordinator as PSENO supervisor with the following information:
a. Mapped facilities and physicians
b. Engaged facilities and physicians with contact details
c. Notifying facilities and physicians
d. Rx PASS facilities, with names of facilities attached and list of physicians attached to each facility.
e. Directory of DOTS facilities, RDTL sites
f. List of hospitals with established and functional hospital-wide notification system
g. Self-encoding Physicians and Hospital Notification Officers (HNOs)
h. Hospital directory
2. Identifies gaps in the engagement process using the updated data base, prepares a monthly plan to address gaps in the engagement process, coordinates the orientation of the newly mapped providers on the MOP 6th edition, the CPG and mandatory TB notification, provides reporting options, maybe self-encoding by the physician, through the PSENO or the hospital notification officer (HNO).
3. Provides engaged physicians with an updated Directory of Rx Pass facilities, RTDL sites and DOTS facilities where they can refer patients’ free screening. Diagnosis and treatment.
B. Monitoring & Evaluation: Data Collection, Encoding, Extraction and Performance Monitoring
1. Prepares a Monthly Activity Plan to visit and collect report from facilities and physicians engage for review and approval of the City/Provincial NTP Coordinator and Private Sector Engagement Regional Coordinator (PSERC).
2. Schedules a visit to each of the physicians engaged, collects and encodes information gathered on TB diagnosis, start of treatment and otcome of treatment, provides sustained information on the availability of free screening and sputum collection by the RXPass facilities and the physicians incentive scheme.
3. Identifies barriers to TB notification, diagnosis and treatment encounterd by physicians and other providers.
4. Prepares the Monthly Pulse Check Report on the PSE performance, gaps ad next steps every 13th of the month for submission to the City/Province TB Coordinator copy furnished the PSERC as reference for the preparation of the Region Monthly Pulse Check and presents this report to the City/Province NTP Coordinator on the 15th of the month.
Note: As part of the documentation, the Monthly Pulse Check presentation together with the agreements noted during the discussion shall be signed by the City/Province NTP Coordinator and a copy submitted to the PSERC as a reference for the Region Monthly Pulse Check.
5. Performs the following Data Vouching Activities:
PRE DATA VOUCHING
a. Ensure that the Integrated TB Information System (ITIS) database are updated and completed. All encoding should be done on or before the 10th day of the month prior to the data vouching proper.
b. Update the current and previous months (6-month period). The timeliness and completeness of encoding and extraction are important to capture all data for reporting purposes.
c. Assist the NTP City/Provincial Coordinator in the extraction of cases from ITIS specifically Reports 3 and 5. The data that will be extracted will be compared to the data extracted from the MN Special Report
d. Determine if there are Hospital Notification Officer (HNO) or physicians that conducted “self-encoding” in ITIS so that necessary action is taken to also include the data in IMT.
DATA VOUCHING PROPER
a. Work with the PSERC and TB coordinators to rectify data discrepancies
b. Provide inputs during the small group discussion to resolve issues regarding data discrepancies.
c. Assist the City/Provincial NTP Coordinator to fill out the Table 1.
POST VOUCHING PROPER
a. Follow up agreements made during the data vouching
b. Assist the LGU to rectify data as necessary
C. Rx PASS and Physician Incentive Scheme Implementation: Establishment, Information Dissemination and Monitoring
1. Provides a location map of private hospitals, stand-alone clinics and laboratory facilities mapped; including availability of transport for the selection of possible facility that will be utilized as referral facility for free x-ray and sputum collection; monitor service utilization and identify barriers to effective service provision and facilitate payment of fees for services provided.
2. Performs the following task related to the implementation and progress monitoring of the Rx PASS initiative:
a. Conduct a situation assessment for the selection of the Rx PASS following the criteria;
b. Coordinate and facilitate the capacity building of the Rx PASS facility for sputum collection and transport of specimens including other needs;
c. Orient all physicians seeing TB patients in the facilities attached to the Rx PASS facilities on the eligibility criteria for free services and the referral system to the facility using the voucher as well as the location of the facility;
d. Monitor Rx PASS utilization by eligible physicians and continuously remind physicians of the free services offered for their patients;
e. Assist Rx PASS facility prepare the monthly billing to ensure that all the necessary documents are attached to the billing statement and facilitate payment of services provided by the Rx PASS;
f. Identify barriers to optimum utilization of the Rx PASS by eligible physicians and provide possible solutions to address the gaps in coordination with the Private Sector Engagement Regional Coordinator, the Region and the LGU.
3. Performs the following task related to the implementation and progress monitoring of the Physician Incentive Scheme:
a. Orient private physicians covered on the incentive scheme guidelines - criteria for claims both for TB cases notified and outcome of treatment and the payment process;
b. Assist the physician file the monthly claim for TB cases notified and quarterly claim for the outcome of treatment and validate the claim using ITIS following the criteria;
c. Facilitate timely payment of claims filed by the physician and address issues related to the claim;
d. Monitor claim rate by physicians, identify barriers to optimum access to the incentive scheme and propose solutions to barriers identified in coordination with the Private Sector Engagement Regional Coordinator.
e. Facilitate the distribution of Form 2307 to respective physicians with claims
D. Reporting to the Supervisors (LGU-PSSRC)
1. Provides a weekly feedback to the City/Province TB Coordinator on the progress of his/her monthly activity plan on the agreed day and time; presents accomplishments and seeks the advice of the TB Coordinator on the next steps to be taken to address gaps identified.
2. Prepares a monthly accomplishment report to be signed by the City or Provincial NTP Coordinator based on the monthly activity plan to be attached to the Monthly Cash Advance and liquidation.
3. Prepares a monthly monitoring plan indicating the schedule of visits to engaged hospitals and stand-alone private physicians to monitor implementation progress and collect data on project indicators. Assist private physician register to ITIS and report TB cases diagnosed including the outcome of treatment; facilitate referral of patients for free x-ray and gene Xpert including access to free medicine; take note of issues in mandatory notification encountered and coordinate with the Private Sector Engagement Regional Coordinator and the NTP on possible solutions to challenges identified.
4. Facilitates the scheduling and distribution of letters to engaged private facilities to be visited during PSERCs monthly monitoring visits.
QUALIFICATIONS, KNOWLEDGE, AND SKILLS REQUIREMENTS
1. Bachelor’s Degree in any Allied Health Course
2. Good Interpersonal Communication Skills
3. Problem Solving ability
4. Preferably with experience working in a hospital setting, Department of Health, Local Government Unit (LGU), NGOs and other stakeholders.
5. Computer literate and with experience in maintaining a data base
6. Ability to work well in a team and has good interpersonal relationship
7. Ability to work under pressure
8. Ability to work independently with minimum supervision
9. Willing to be assigned in any Project Site.
WORKING CONDITIONS:
  • This role may require regular travel to visit private healthcare facilities.
  • Eight (8) hours per day, Flexibility in working hours may be necessary to accommodate private sector schedule.
