Program Overview
The Land Registration in Merged Areas (LRMA) activity is a United States Agency for International Development, (USAID) funded project that will support the establishment of a land registration system in the seven districts of the Merged Areas. The activity will improve the accessibility of land records; effectuate land transactions; allow the use of land as collateral and complement the Government of Khyber Pakhtunkhwa’s efforts under the Settlement and Land Record activity.
Overview of the Position:
MEL Associate will contribute to the implementation of day-to-day MEL activities. She/He will be responsible for coordinating with partners, government counter parts, and LRMA team for activity updates, progress on key performance indicators and, their participation in MEL interventions. MEL associate will enhanced capacity of the revenue operational staff through training, the quality of data collection in an appropriate manner. The MEL associate will manage the database of the MEL activities, analyze routine monitoring data, and report findings and recommendations and will closely monitor field activities on a daily basis to expedite the implementation of the project.
Roles and Responsibilities:
Key responsibilities of MEL Associate will include, but are not limited to the following:
  • Conducting data collection activities, including interviews, discussions, note taking, and transcriptions.
  • Entering, cleaning, analyzing, and interpreting Qualitative and Quantitative data.
  • Maintaining and updating database of MEL interventions, and visualizing progress, key findings, and recommendations.
  • Supporting in periodic reporting on performance indicators, findings, and recommendation of MEL activities.
  • Participating in learning events and workshops to document the proceedings and lessons learned.
  • Attending meetings related to MEL Activities, recording meeting minutes, and following up with relevant partners/officials on the implementation progress of agreed points and decisions.
  • Contributing to monitoring of SDLR activities through pre- and post- training assessments, and evaluating training, awareness sessions, and workshops.
  • Assisting in designing of data collection tools and methodologies as per the activity requirements.
  • MEL associate will enhanced capacity of the revenue operational staff through training, the quality of data collection in an appropriate manner.
  • Undertaking any other tasks assigned by the supervisor.
Qualifications and Experience
  • Bachelor's degree in a relevant field (e.g., social sciences, statistics, international development).
  • A minimum of three (3) years of experience, with a proven track record in MEL data management, data base, data analysis and learnings, preferably in project funded by major donor agencies like USAID or local organizations.
  • Strong quantitative and qualitative data analysis skills, including proficiency in Excel and Statistical software.
  • Excellent written and verbal communication skills.
  • Fluency in spoken and written English, and excellent Pushto language skills.
  • Strong communications skills with a keen sense of ethics and integrity
  • Ability to work independently and collaboratively in a team environment.
  • Knowledge of MEL frameworks and methodologies.
  • Familiarity with project cycle management and result framework
  • Proficient in Microsoft Office package, especially MS Excel (e.g., data cleaning; advanced formulae; pivot tables.
  • Experience working in a diversified environment, including government, NGOs, with participation in multi-discipline project teams from different cultural background.
