CARE is a leading global humanitarian and development organization. Since its establishment in 2005, CARE Pakistan (CP) has been responding to major disasters and undertaking an array of development projects. CP works through its local partners and a range of stakeholders for development, as well as emergency response-related interventions, which makes collaboration a key component of its work, across the country.
I. Job Summary
Knowledge Management Specialist will develop and manage innovative and cost-effective on-line and off-line KM tools and systems to generate, consolidate, compile and disseminate information and knowledge from various sources. Plans, leads, and supports the development and implementation of a detailed program learning plan/ learning agenda, and associated learning partnerships and processes. Serves as a key focal point for managing data requests, and assist by providing knowledge products. Build capacity and supports program teams in the area of knowledge generation and capture. Develop high-quality documents that summarize large amounts of information for easy access and use by internal and external partners. Contributes to the production of learning and communication products (e.g., briefs, infographics, humanitarian stories). Supports the hosting of learning events and processes. Work with all program staff to support program active and intentional adaptive management activities and processes. Foster the creation of a culture of openness, trust, and continuous improvement within the program team and with partners. Write, review, and consolidate program reports and ensure timely submission.
II. Job Responsibilities:
Planning for Knowledge (25%)
  • Plan, design and execute, manage and monitor the knowledge management, exchange and networking initiatives to share the knowledge:
  • In consultation with internal and external clients, conduct needs analysis with all stakeholders to develop an engagement process, then define tasks and develop project and/or work plans for knowledge management, networking and exchange initiatives;
  • Coordinate interactions with Global and regional Knowledge Management Working Groups as well as between CARE and partners regarding planning and implementation of knowledge management, exchange and networking initiatives through meetings, videoconferences, and bilateral follow-up with regular meetings, and monitor progress of project implementation;
  • Jointly with the program and MEAL, develop learning agenda/framework for the country office aligned with regional learning priorities and identify the learning questions to acquire, manage and disseminate the learnings;
  • Ensure that each program area has a learning agenda for the year against which the program and knowledge management team develop learning documents;
  • Identifying, and, where appropriate, assessing the areas where operations can be made more sustainable and/or efficient, including opportunities for learning and knowledge sharing, training programmes;
  • Conduct after-action reviews with internal and external clients and stakeholders at various stages of knowledge management, exchange and networking initiatives;
  • Coordinate closely with the ACD-P and PMs and ensure each project conduct quarterly partner review meetings; inception workshops, after action reviews;
  • Identify innovative practices and solutions emerging from the implementation and management of knowledge management, exchange and networking initiatives;
  • Lead the capacity building training and guidance to staff and partners on knowledge management, facilitation, community engagement, communication, social media, outreach, client engagement, content management and event management;
  • Lead the knowledge management online facilitation, community management and mapping, communications, social media, event management as well as the set-up, maintenance and support of online collaboration environments through in person and online engagement;
  • Lead the creation and execution of knowledge platform targeting specific audiences, including donors, UN staff, international agencies, non-governmental organizations, institutions, and the private sector;
  • Supports CARE country office to generate, document and disseminate CARE’s programmatic learning to global audiences;
  • Design and lead researches on programmatic impact and study the theory of change and output and outcome logic of result frameworks and generate learnings;
  • Plan and lead the implementation of learning agenda within and across programs by conducting researches, learning workshop, internal reviews, summarizing the evaluation reports and other knowledge acquisition methods and approaches.
Managing Knowledge (25%)
  • Managing the implementation and continuous evolution of a comprehensive KM System that fulfils the knowledge management mandate and, ensures sustainability and increased efficiency of its internal and external operations, as well as maintains a leading role in catalyzing the knowledge in the food security, nutrition and climate finance landscape:
  • Create and tap into knowledge sharing platforms and channels through which colleagues can learn and collaborate, both within CARE and with external stakeholders;
  • Building a collaborative and knowledge sharing culture, to executing the knowledge management mandates, strategies and policies of CARE;
  • Support the establishment of mechanisms for capturing knowledge on best practices and lessons learned about the operations internally and externally;
  • Builds relationships with INGOs, Universities, and communities of practice to leverage their expertise to answer key research questions, generate evidence, and influence change;
  • Develop and propose the innovative approaches and strategies for stimulating effective knowledge sharing partnerships;
  • Identify and propose knowledge sharing strategies and tools, including categories and types of knowledge products, their sources of origin, target audience and dissemination channels including CARE Share, Share Drive and other platforms;
  • Lead the establishment of knowledge generation and storage mechanisms to ensure that institutional learning is captured, stored and made accessible to both internal and external stakeholders;
  • Ensure a coherent identity and smooth implementation of all communications, knowledge sharing, branding and outreach activities regarding knowledge management and dissemination;
  • Work closely with the IT team and MEAL on knowledge management related tools development.
Developing Knowledge Products (25%)
  • Analyze and consolidate statistics, lessons, good practices and guidelines on knowledge management, exchange and networking initiatives, and communicate them internally and externally to foster learning, raise awareness and improve client-services:
  • Analyze and prepare statistics and reports on project outputs, outcomes and results;
  • Develop communication, advocacy and guidance material based on results, lessons and good practices and promote them internally and externally using a variety of channels;
  • Leverage these ideas to foster external relationships with other organizations to create business opportunities and increase the impact of CARE's work on its beneficiaries;
  • Build staff capacity on Food and Nutrition Security Knowledge Products throughout the life of the project to develop tailored communications materials from learning briefs to research publications;
  • Develop targeted briefs to influence donors/policy makers, toolkits for KM communications for funding, learning briefs and Project briefs to share programmatic learning, profile documents for external and internal communications for events such as conferences, and donor meetings, case studies highlighting programmatic impact or innovation, templates for case studies, briefs, and external communications through the office of the president, infographics and Research reports on learning themes and action research.
Sharing Knowledge (20%)
  • Act as primary client-service focal point and liaison for knowledge management, mobilization, dialogue, exchange and networking initiatives:
  • Ensure seamless interaction between internal and external clients, Global Knowledge Management Team, Business Development team, INGOs and local partners through regular meetings, teleconferences, reporting and internal communication;
  • Act as primary client-service focal point for all questions, queries and issues raised related to knowledge management and dissemination;
  • Act as liaison between clients and the IT team to ensure technical support of IT platforms and tools and implementation of client requirements;
  • Influence the fundraising and communications to raise CARE’s profile with donors and UN platforms;
  • Develop knowledge management products which are illustrative, and tailored to the specific needs of the CO;
  • Connect CO/Program to donors and communities of practice and CARE’s global programming;
  • Provide on-site event design, management, facilitation support and social media reporting, e.g. for face-to-face high profile panel discussions or side events to share learnings;
  • Publicize CARE’s programs on the global stage through knowledge sharing products and materials;
  • Leverage global best practices to strengthen program design at the country level;
  • Facilitate learning across CO in humanitarian and development setting to document learnings;
  • Strengthen program development by incorporating learnings from past projects/programs.
Any other task as assigned by the supervisor (05%)
  • Any other tasks or responsibilities based on organizational and programming need as assigned by Line Manager.
  • Incumbent should be willing to work in emergency projects as and when required including working at remote areas.
III. Problem Solving (Thinking Environment):
The incumbent must use interpolative skills to pick and choose the right strategy to address a given problem and also has to deal with variable situations, which need analysis, problem definition and development of alternative solutions.
IV. Job Specification:
a. Education/ Trainings:
Required:
  • At least a Bachelor’s degree in sociology, economics, development studies or equivalent;
Desired:
  • Master’s degree will be strongly preferred.
b. Experience:
  • 5-8 years of previous knowledge management and/or communications experience working with INGO, UN or a similar international organization, required;
  • Experience in research and analysis, statistical analysis, strategy development, mainstreaming, and capacity building with specific focus on women empowerment, Gender, and advocacy interventions;
  • Experience of development and implementation of knowledge management frameworks and strategies;
  • Proven track record of developing KM framework, strategy, tools for assessments for both humanitarian and development programs;
  • Experience of multi-sector such as; Education, Health and Nutrition, FSL, WASH, Protection, Gender, Climate change, economic empowerment, Emergency response, DRR and others.
c. Technical Skills:
  • Strong research, analytical, interpersonal and communication skills and the ability to work effectively with a wide range of constituencies;
  • Excellent creative and conceptual reporting skills;
  • Computer skills (word, Excel, MS project, SPSS, Access);
  • Experience in conducting Training (TOTs)/facilitation in trainings;
  • Quantitative and qualitative data analysis skills;
  • Strong written and spoken skills.
V. Contacts/Key Relationships
The incumbent is expected to collaborate with program team at the Country Office, Partner Organizations, and all CARE Staff.
VI. Working conditions and level of travel required
This position is located in Islamabad with 50% field travel across Pakistan
