Reports To: Finance Manager

About Pakistan Climate Smart Agriculture:
The recently awarded five-year USAID/Pakistan Climate Smart Agriculture (CSA) activity is part of the U.S.-Pakistan "Green Alliance" framework, aimed at fostering bilateral cooperation to address climate, environmental, and economic challenges. This initiative focuses on building resilience within farming communities by promoting the adoption of climate-smart agricultural practices and technologies. By increasing agricultural productivity and incomes sustainably, the CSA activity aligns with USAID’s goals of inclusive economic growth, gender equity, and environmental stewardship. Activities will be implemented in a context-sensitive manner to promote increased agricultural productivity; higher resilience to climate change; and economic participation and greater incomes of socially marginalized groups, women, and girls at different stages of agricultural production and processing. In partnering with the private sector, civil society, and government stakeholders, Pakistan CSA aims to maximize the effectiveness and impact of investments. Targeted project interventions will be conducted in Punjab, Sindh, KP, and Balochistan provinces.

This project is implemented by The Kaizen Company on behalf of Tetra Tech.

Overview:
The Finance Officer will play a pivotal role in facilitating and overseeing the financial operations of the USAID/Pakistan CSA project. The Finance Officer will ensure compliance with USAID regulations and Pakistani financial laws and support Finance Manager in the over financial management of the project. Qualified candidates will be familiar with general ledgers, audits, invoices, and budget preparations and demonstrate interest in managing accounting activities, including bank reconciliations and accounts payable.

Key Responsibilities:
  • Support in preparation and monitoring of budgets, ensuring alignment with project objectives and financial targets.
  • Record keeping of daily entry of transactions into Quick Books.
  • Provide support in preparation of regular financial reports, including monthly, quarterly, and annual statements, for USAID and internal stakeholders.
  • Consult with the home office and supervisor for any unclear account codes in the chart of accounts for new transactions.
  • Daily review of bank statements to track cleared and outstanding checks.
  • Monthly preparation of bank reconciliation statements.
  • Review bills and compile supporting documents for payment.
  • Prepare and file income tax returns, track Withholding Tax deductions and deposit in the government treasury.
  • Prepare, track and submit GST exemption cases, in line with USAID policies.
  • Prepare, review and submit annual VAT reports and inventory lists etc. to the home office.
  • Prepare vouchers for timely payments.
  • Coordinate with project team to ensure timely submission and approval of timesheets.
  • Support the Finance Manager for drafting wire/funds requests.
  • Petty Cash Management and Forecast petty cash needs and request fund - conduct monthly cash counts and reconcile petty cash.
  • Support external and internal audits, addressing any financial issues or discrepancies.
  • Ensure adherence to Kaizen's financial manual as well as compliance with government rules and regulations.
  • Other tasks, as assigned by the Manager.

Qualifications:
  • Required
    • Bachelor’s degree in Finance, Accounting, Business Administration, or related field.
    • Minimum of 4 years of experience in financial management.
    • Proven experience in budgeting, financial analysis, and reporting.
    • Proficiency in Microsoft Excel and Quick Books.
    • Good interpersonal and communication skills.
    • Fluency in English.
    • Pakistani National.
  • Preferred
    • Master’s degree or professional accounting certification (e.g. ACCA)
    • Financial Management experience within international development or donor-funded projects, including managing budgets.
    • Strong knowledge of USAID financial regulations and compliance requirements, including the FAR and AIDAR.
    • Fluency in Urdu is strongly preferred.
Salary
  • The annual salary will be determined in line with background and experience, per the local compensation plan. A standard benefits package will be offered.
