Background:
Navanti has a requirement for a Security Manager to support a Monitoring, Evaluation and Learning (MEL) Support Activity program that will assist USAID/Nigeria in advancing its broader organizational learning and development efforts. This program will further strengthen the Mission's capacity and performance in programmatic monitoring, evaluation, learning, collaborating, and adapting. The MEL Support Activity will closely align with USAID/Nigeria's Country Development Cooperation Strategy (CDCS) and provide a broad range of specialized technical assistance, training, data gathering and analysis, field-based monitoring, evaluations and assessments, facilitation of organizational learning and adaptation initiatives, and short-term technical assistance.
Reporting to the Chief of Party the Security Manager will manage all aspects of security management for the team. S/he will assist in developing the security protocols for project operations in Nigeria; keeping project team/consultants informed with up-to-date local information and situation reports that affect security procedures and day-to-day operations in the office and when out in the field.
Core Responsibilities:
- Developing, reviewing and ensuring effective implementation of the Security Management Plans and Protocols for the Nigeria Office.
- Providing complete oversight and management for the safety and security for all MEL Support Activity personnel and assets.
- Developing strategies to continuously improve and refine security management systems and processes for effectiveness and efficiency, taking into account evolving project needs, team dynamics, and project mission.
- Conducting security risk assessments of the geographic zones/locations where staff and consultants will be going on field visits and providing recommendations for implementation of risk mitigating practices/strategies for each location.
- Serving as the Security Focal Point (SFP) for program staff and consultants.
- Working with Navanti’s Security Department to develop the project’s emergency and security plan; trains all project staff on associated procedures and strategies.
- Monitoring the security situation across the country and sharing daily intelligence and situation/incident reports.
- Advising on security protocols and mitigation measures.
- Tracking staff and consultant travels; conducting analyses of field sites/travel locations and advising on any adjustments needed based on up-to-date information on the security situation and potential conflicts in the targeted geographic areas.
Necessary Qualifications:
- Nigerian citizen/resident required.
- Demonstrated ability to generate and leverage network connections in Nigeria to promote an accurate and timely understanding of the security context in Nigeria.
- Require 5+ years’ experience working in a security management capacity in Nigeria; preferably for a Non-Government Organization or a development organization
- Prior professional experience working in law enforcement or military is preferred.
- Proven expertise in Nigerian security issues, including current threat environment, security policy, key actors, risk assessment, and best practices.
- Demonstrated ability to produce security deliverables and high-quality documentation, such as security risk assessments, site assessments, standard operating procedures (SOPs), and briefing documents.
- Ability to report to and coordinate with multiple stakeholders, both internal and external.
- Experience in training civilians on safety and security measures.
- Excellent written, verbal, and interpersonal communication skills.
- Proficiency in IT capabilities with experience in Word, Excel, Power Point, etc.
- Fluency in English is required.
- Ability and willingness to travel throughout Nigeria.
