Safety Manager (Safety & Health Officer)
Responsible for ensuring compliance with safety and health regulations and standards to maintain a safe working environment for all employees involved in railway track operations as per regulatory and legal requirements, company policy & standards and client requirements. You will oversee the implementation of safety protocols, conduct inspections, and provide training to prevent accidents and injuries.

Educational Qualifications:
- Bachelor’s Degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
- Professional certifications from DOSH (Department of Occupational Safety and Health) or its equivalent may be preferred.
Experience
- At least 3-5 years of experience in occupational health and safety, preferably in the railway or transportation industry.
- Familiarity with railway track operations and safety regulations is highly desirable.
- Experience in conducting safety audits, inspections, and incident investigations.
- Develop and implement safety policies, procedures, and programs specific to railway track operations.
- Conduct regular safety inspections and audits of railway track facilities, equipment, and work sites to identify hazards and ensure compliance with safety regulations.
- Provide safety training to railway track personnel on topics such as hazard identification, emergency response, and safe work practices.
- Investigate accidents, near misses, and safety incidents to determine root causes and implement corrective actions to prevent recurrence.
- Prepare comprehensive incident reports detailing the circumstances, causes, and outcomes of safety incidents occurring within the project, ensuring accuracy and adherence to regulatory requirements.
- Lead investigations into safety incidents, conducting thorough analyses to identify root causes and contributing factors, and recommend corrective actions to prevent recurrence.
- Facilitate the closure of incident reports by overseeing the implementation of corrective and preventive measures, verifying their effectiveness, and documenting the resolution process.
- Collaborate with management and employees to promote a safety culture and encourage active participation in safety initiatives.
- Maintain records and documentation related to safety inspections, training, and incident investigations.
- Stay abreast of changes in safety regulations and industry best practices, and ensure compliance with applicable laws and standards.
- Conduct risk assessments and develop mitigation strategies for hazardous tasks or work environments.
- Coordinate with regulatory agencies and participate in safety audits and compliance reviews as necessary.
- Assist in the development and review of emergency response plans and procedures for railway track incidents.
- Assist in the development of safety budgets and resource allocation plans.
- Participate in special projects or task forces related to safety improvements or initiatives.
- Provide support during emergency response drills or exercises.
- Conduct safety briefings or toolbox talks for specific work activities or projects.
- Provide guidance and expertise in managing Health, Safety & Environment (HSE) aspects related to the project, ensuring alignment with company policies and industry standards.
- Collaborate with relevant stakeholders to ensure compliance with all legal and regulatory requirements and regulations applicable to the project.
- Liaise with stakeholders to establish and implement the Project Safety Plan to ensure comprehensive safety protocols.
- Oversee the organization, planning, and execution of HSE manpower deployment to optimize site effectiveness and safety.
- Prepare and maintain the HSE Monthly Report to track and communicate project-specific safety performance metrics.
- Supervise the implementation and management of the Security System across the entire project, including regular site supervision to monitor effectiveness.
- Evaluate the efficiency of security manpower resources and implement enhancements as necessary to maintain project security standards.
- Develop and provide Safe Operating Procedures for all project-related activities, regularly reviewing their effectiveness and making improvements as needed.
- Conduct comprehensive HSE training sessions for all members of the Project Team on a monthly and need-to basis to ensure awareness and compliance with safety protocols.
- Assume responsibility as the Management Representative to facilitate communication with all related clients, addressing HSE concerns and ensuring client satisfaction.
- Perform any ad-hoc tasks, duties, and responsibilities assigned by the Reporting Manager from time to time.
Contract length: 24 months
Pay: RM5,000.00 - RM10,000.00 per month
