The Role:
Manage the tasks and the Team responsible for Network Quality Management (covering the quality of Radio Access, Transport, and Core Networks).
Manage the tasks and the Managed Services Vendor responsible for SOC and Network Quality
Analyses the Network trends and report the findings to the relevant teams and management for corrective and enhancement actions.
Propose new network KPIs where possible to enhance the customers network experience.
Key Accountabilities and Activities:
1- Network Quality Management

Managing the Team and the Managed Services Vendor with their activities
-
Monitoring network performance, drive test results and OSS stats, propose corrective actions to constantly improve network (Radio, Transport, and Core) performance.

Following up and support on the trouble tickets to ensure deliveries as per the SLA agreed with the Managed Services Vendor.

Recommend innovative solutions to resolve network quality issues.

Provide technical expertise in order to provide Ooredoo network with an effective interface that best meets the technical requirements.

Assists in Capex and Opex planning.

Monitor performance of Managed Services SOC activities to ensure compliance with contractual terms and conditions.
-
Report SOC unusual trends that arise out of contract interpretations, escalating those that go beyond level of authority.

Keeps educated of latest international developments in Radio Network, Transport, and Core procedures and technologies for the possible benefit of Ooredoo Network.

Meet quality and performance KPI with supporting documents.

Provide active support to other Ooredoo departments.

Ensure that upper management is informed on all critical issues pertaining to the area responsible for.

Validate Ooredoo NW versus competitors benchmarking report, detect issues and
-
escalate for resolution.

Produce Network Quality reports as and when needed (Ooredoo Group, Technical committee, Operations meeting, Finance reports, Planning reports, etc.).

Provides reports, make standard reports and tailor make them where necessary.

Provide and manage support on special projects as and when assigned by seniors and superiors.

Assists the management in developing and implementing procedures and standards that will provide effective workflows.

Provides input for the development of capital and operational budgets, ensuring adequate provision has been made for the funding of all planned activities.

Convenes regular meetings and provides professional and technical expertise and inspiration to engineering and planning teams to create synergies.
Supervise the work of direct reports and Managed Services Vendor to ensure they meet their objectives, are kept motivated and perform in accordance with their job description.

Undertake regular on the job training to ensure that direct reports have the necessary skills to undertake new or existing responsibilities.

Delegate responsibility to direct reports, in accordance with their role and ability, to ensure they are developed and maximise their potential.

Proactively take responsibility for self improvement by staying well-informed of developments, knowledge and innovations in relevant field of expertise.

Other duties as directed by supervisor or other superiors.
Qualifications:
Bachelor’s degree in communications/Telecom Engineering or related discipline and appropriate registration with a recognised professional institute.
Other Information:
-
7-8 years relevant experience in Network Quality Management. experience in managing Network Quality for the respective vendor.
-
3-4 years of experience in Radio Access Network, Transport, or Core Networks.
-
Minimum 5 years supervisory experience in Network Quality area for senior manager and 3 years for a manager
-
Strong knowledge of GSM, UMTS, LTE/LTE-A 3GPP standards
-
Strong knowledge of 2G, 3G, 4G, and 5G BSS, LTE/LTE-A parameters
-
Has performed team management and related management trainings to effectively manage the role function between the team and the management.

Has experience in managing projects and awareness of project management processes.
-
Good knowledge of backhauling networks like MW, MPLS, Fiber etc and their working concepts.
-
Strong knowledge of RAN network elements end to end such as BTS, RNC, BSC, HSS etc.
-
Strong knowledge of CORE network elements end to end (including 5G SA)
-
Knowledge of all engineering principals in areas of functional responsibility.

Good awareness of the roadmap of the vendor network elements and features.

Good knowledge of different radio network planning tools
-
Good knowledge of MS Office applications like Excel, Word etc.

Requires professional judgement and independent evaluation, selection, adaptation and modification of standard engineering techniques, procedures and criteria.

Capability of communicating the job deliveries and obtain necessary approvals for its implementation.

Excellent command of both written and verbal English, Arabic would be an advantage Strong Analytical skills
